ICSPR Strongly Condemns Repeated U.S. Statements Regarding the Displacement of Gaza Residents, Considering Them as Complicity with the Israeli Occupation and a Gross Violation of International Law

The International Commission to Support Palestinian Rights (ICSPR) expresses its strong condemnation and deep outrage over repeated U.S. statements, which indicate the existence of systematic plans aimed at forcibly displacing the residents of the Gaza Strip. This constitutes clear and direct complicity with the Israeli occupation in committing crimes of genocide and ethnic cleansing.

These statements, made amid the ongoing devastating consequences of the brutal Israeli aggression on Gaza, which has lasted for over 15 months, reflect clear U.S. support for Israeli policies of forced displacement, ethnic cleansing, and genocide. They also reveal attempts to legitimize Israeli crimes against Palestinian civilians in blatant violation of international humanitarian law and relevant United Nations resolutions.

Any attempt to impose forced displacement on Palestinians in Gaza—whether through brutal military pressure, the continued imposition of a suffocating blockade, obstruction of humanitarian response, recovery, and reconstruction efforts, or through political statements, schemes, and dubious diplomatic maneuvers—constitutes a war crime under the Fourth Geneva Convention of 1949. It also represents a crime against humanity according to the Rome Statute of the International Criminal Court. The Israeli occupation, as an occupying power, has no legal or moral right to expel Palestinian civilians from their land. Furthermore, any political or logistical support for such plans, whether from the United States or any other entity, renders it complicit in these international crimes.

Any attempt to recreate another Palestinian Nakba will only escalate tensions in the region and pose a significant threat to regional and international peace and security. Palestinians, who have historically endured repeated ethnic cleansing since the Nakba of 1948, fully understand that any talk of “resettlement” or “temporary displacement” is merely a thinly veiled attempt to legitimize their permanent expulsion—a notion the Palestinian people categorically reject.

The Israeli occupation, through its systematic policies of genocide, deliberate destruction of Gaza’s infrastructure, obstruction of UNRWA’s operations, and the imposition of collective punishment aimed at exterminating the Palestinian population wholly or partially, continues to perpetrate genocide. Direct attacks on residential neighborhoods, massacres against civilians, destruction of healthcare and educational institutions, targeting of water and electricity sources, and obstruction of humanitarian aid—including shelters, temporary housing, and heavy equipment—are all deliberate measures designed to render life in Gaza unbearable, ultimately forcing Palestinians into displacement as a de facto reality.

The International Commission to Support Palestinian Rights (ICSPR), while valuing the firm Egyptian and Arab stance that unequivocally rejects these schemes—demonstrating Egypt and Arab nations’ commitment to international law and the Palestinian people’s legitimate rights—emphasizes that the Palestinian people will not leave their land and will not accept any attempt to repeat the Nakba. Palestinians remain steadfast in their national and historical rights. Any projects aimed at displacing Palestinians or liquidating the Palestinian cause will fail and will have dire consequences for regional and international security. The international community must prioritize ending the Israeli occupation and advancing reconstruction efforts.

Therefore, ICSPR affirms the following:

  1. ICSPR reiterates its absolute rejection of U.S. statements and schemes, considering them as political and legal complicity with the Israeli occupation in committing war crimes and crimes against humanity.
  2. ICSPR views the official and popular Egyptian, Arab, and Islamic positions as a strong barrier against any attempts to redraw the demographic and political map of the region at the expense of the Palestinian people and regional security.
  3. ICSPR calls on the United Nations to uphold its legal and moral responsibilities, issue a clear and binding position, and take measures to reject any U.S. or Israeli attempts to impose forced displacement on Palestinians in Gaza, including opposing the obstruction of UNRWA’s operations.
  4. ICSPR urges the UN Security Council to hold an emergency session to discuss the dangers posed by repeated U.S. statements and to issue clear resolutions preventing any attempt to undermine Palestinian rights, in accordance with the UN Charter and relevant resolutions.
  5. ICSPR calls on the International Criminal Court to expedite its investigations into Israeli war crimes, including forced displacement, genocide, and systematic targeting of civilians, and to incorporate U.S. statements within its ongoing investigations as they provide political backing for these crimes.
  6. ICSPR calls on the Arab League and the Organization of Islamic Cooperation to take urgent international action and intensify efforts to reject any projects aimed at emptying Gaza of its residents, while working to establish legal and political mechanisms to thwart such schemes.
  7. ICSPR urges the formation of a global front comprising international political blocs, global public opinion forces supporting the Palestinian cause, and various UN institutions to support a program for ending the occupation, dismantling settlements, ensuring the right of return, and achieving national independence—based on upholding the principles and references of conflict resolution outlined in relevant UN resolutions.
  8. ICSPR calls on Palestinian leadership, diplomacy, and factions to unite and agree on a national plan to counter attempts to liquidate the Palestinian cause, strengthen the resilience of Gaza’s residents, and escalate popular, diplomatic, and legal confrontations with the Israeli occupation. Additional, substantial efforts must be made to ensure the international community adopts a clear stance against U.S.-Israeli attempts to implement forced displacement.
