ICSPR: From Gaza to Jenin—Ongoing Israeli Terrorism; the World Must Act to Stop Occupation Crimes
The International Commission to Support Palestinian Rights (ICSPR) condemns in the strongest terms the continued crimes of the Israeli occupation in the Gaza Strip, the West Bank, and occupied Jerusalem. The Commission affirms that mass killing, the escalation of assassination operations, demolitions, forced displacement, colonial settlement construction, and settler violence and terrorism are interconnected components of a system of aggression, control, and subjugation targeting the Palestinian people and their land, amid continuing impunity.
In the Gaza Strip, the killing of civilians and violations of the ceasefire continue. At the same time, the policy of direct killing and aerial assassinations is extending to Jenin, alongside escalating raids, settlement construction, forced displacement, and settler violence in the West Bank and Jerusalem. This confirms the occupation’s continued imposition of new facts on the ground by force, taking advantage of the international community’s failure to provide protection for Palestinian civilians.
ICSPR considers the killing of three members of the Abdeen family in the town of Al-Qarara, northeast of Khan Younis—Lafi Fayez Lafi Abdeen, aged 42; Tayseer Fayez Lafi Abdeen, aged 28; and Abdel Hamid Mohammed Abd Abdeen, aged 42—as an extremely serious war crime and a flagrant violation of international humanitarian law.
The three civilians were directly targeted by an Israeli drone near their family home while working on their agricultural land in the town. Their bodies were transferred to Nasser Medical Complex. The Commission affirms that the deliberate targeting of civilians constitutes a war crime and that Israeli security allegations cannot become a cover for targeting civilians or justify the use of lethal force without legitimate military necessity, particularly in the context of a ceasefire that is supposed to provide effective protection for civilians.
ICSPR also condemns the assassination of three Palestinians in the Al-Saada Forest area west of Jenin, following an Israeli airstrike carried out by a drone targeting them while they were near their vehicle, close to the entrance of a house under construction. The victims were Qais Al-Baytawi, Ahmed Yacoub, and Basil Turkman.
Following the attack, occupation forces raided the area with major military reinforcements, surrounded Al-Saada Forest, imposed a strict cordon on the Al-Jabariyat, Al-Basateen, and Khrouba neighbourhoods, and prevented Palestinian Red Crescent teams and ambulances from reaching the site of the attack to evacuate the wounded and recover the bodies.
The forces also detained several paramedics and confiscated medical equipment before withholding the bodies of the three victims and seizing the targeted vehicle. The Commission stresses that the occupation authorities’ description of those targeted as “wanted” or “armed” does not grant them a licence to kill and does not exempt them from strict compliance with international humanitarian law, including the principles of necessity, distinction, and proportionality, and respect for and protection of medical teams, which enjoy special protection under international law.
ICSPR warns that the escalation of killing and assassination operations in Jenin, alongside continuing mass killing and genocide in Gaza, constitutes a dangerous indicator of the widening use of lethal force against Palestinians and of a continuing course of forcibly re-engineering the land and population in the West Bank through killing, arrests, settlement construction, forced displacement, and settler violence and terrorism.
The Commission holds the international community politically, legally, and morally responsible for the continuation of these crimes. The problem is no longer a lack of information or evidence, but rather the absence of political will to enforce respect for international law and hold perpetrators accountable. This encourages the Israeli occupying state to continue and repeat international crimes.
ICSPR affirms that protecting Palestinian civilians and ending Israeli crimes are not merely political or humanitarian matters, but binding international legal and moral obligations. Continued international silence and inaction will lead only to more victims and further undermine the international legal system.
The Commission calls on the United Nations, the Security Council, States Parties to the Geneva Conventions, and mediators to take urgent action to halt Israeli crimes, ensure respect for and implementation of the ceasefire in the Gaza Strip, and guarantee international protection for civilians.
It further calls for an end to extrajudicial killings and assassination operations, action against genocide, forced displacement, colonial settlement construction, and settler violence and terrorism, and the prevention of any measures aimed at annexing occupied Palestinian territory or changing its legal and demographic status.
ICSPR calls on states to adopt effective measures and sanctions against the Israeli occupying state and those responsible for crimes committed in Palestine, and to halt any military or economic support or cooperation that may contribute to the continuation of violations and crimes.
The Commission also calls for support for the work of the International Criminal Court in order to ensure that occupation leaders and soldiers responsible for committing international crimes do not escape punishment.
ICSPR calls upon free peoples around the world to take serious action to strengthen solidarity with the Palestinian people and to pressure their governments to fulfil their legal and moral duties by taking effective measures that put an end to the crimes of settlement construction, genocide, and ethnic cleansing, and guarantee the protection of the Palestinian people and their inalienable rights.
