ICSPR Sends an Urgent Appeal for Immediate Relief for Displaced Persons in Gaza, Stating that Immediate Action is a Humanitarian and Moral Duty

The International Commission to Support Palestinian Rights (ICSPR) has sent an urgent appeal to the international community and humanitarian organizations, urging immediate intervention to save millions of Palestinians facing an unprecedented humanitarian catastrophe in the Gaza Strip. This crisis results from the continued Israeli occupation’s imposition of severe restrictions on the entry of humanitarian aid, despite more than 470 days passing since the beginning of the aggression on October 7, 2023.

ICSPR stressed that the sector is experiencing a total collapse that threatens the lives of more than 2.3 million Palestinians, with estimates indicating that 80% of Gaza’s areas have been completely destroyed, displacing over one million people who are now homeless, lacking the most basic necessities of life. The Commission also warned of the grave danger posed by the collapse of infrastructure, with 90% of healthcare facilities severely damaged, causing hospitals to shut down and placing the lives of the wounded and sick at extreme risk due to the acute shortage of medicines and medical supplies.

In this context, ICSPR has directed this appeal to the United Nations Secretary-General, members of the Security Council, members of the United Nations General Assembly, the United Nations High Commissioner for Human Rights, the Human Rights Council, the International Court of Justice, the Prosecutor of the International Criminal Court, the Special Rapporteur on the Occupied Palestinian Territories, the European Union, the Inter-Parliamentary Union, the European Parliament, the African Union, the League of Arab States, and the Organization of Islamic Cooperation, urging these entities to take immediate action and pressure the Israeli occupation to ensure the flow of humanitarian aid and lift the imposed restrictions on Gaza.

ICSPR emphasized the urgent need for immediate action to end this humanitarian crisis by ensuring the full and unrestricted opening of border crossings, which would allow the entry of tents and shelters for displaced persons, provide vehicles and equipment for civil defense teams to retrieve the thousands of bodies still trapped under the rubble, as well as the entry of medical supplies and the rehabilitation of vital infrastructure.

Furthermore, ICSPR held the Israeli occupation fully responsible for the consequences of the humanitarian catastrophe in Gaza, affirming that the continued Israeli obstruction of humanitarian aid constitutes a crime against humanity and a form of collective punishment prohibited under international law. This necessitates an urgent response from the United Nations, the Security Council, the European Union, the League of Arab States, and the Organization of Islamic Cooperation to pressure the occupation into ensuring the sustained delivery of aid, reconstruction efforts, and holding it accountable before international courts for war crimes and grave violations committed against Palestinian civilians.

ICSPR urged the international community to fulfill its moral and legal responsibilities, asserting that failure to take decisive measures to end this catastrophe amounts to indirect complicity in the ongoing crime. The Commission reiterated its urgent call to all states and international and regional organizations to take immediate action before it is too late, stressing that every passing hour results in more innocent lives lost, making urgent intervention an unavoidable humanitarian and moral duty.
