ICSPR: The UN Secretary-General’s refusal to include the occupation state on the blacklist of countries violating the rights of the child, is bias and cover-up for the crimes of the occupation against children

The International Commission to Support Palestinians’ Rights “ICSPR” follows up with denunciation and strong condemnation the refusal of the Secretary-General of the United Nations to include the occupation state and its army on the blacklist of the most violating countries of the rights of children despite the continued crimes of the Israeli occupation against civilians in the occupied Palestinian territories, especially children, and despite the report of the Special Rapporteur for the Protection of Children during Armed Conflicts and the unequivocal documentation of all human rights institutions, including the report of the Office of the Secretary-General of the United Nations, which condemned the Israeli occupation state and its war forces for committing war crimes and grave violations against the children of Palestine, and yet, the Secretary-General of the United Nations did not include Israel on the blacklist of countries that commit grave violations against children.

ICSPR strongly condemns this bias by the Secretary-General of the United Nations, which it considers a contribution to covering up the crimes of the Israeli occupation against children, in addition to its questioning of the credibility of the United Nations and the mechanisms for protecting human rights, especially that this decision is a repetition of the behavior of the former Secretary-General of the United Nations who also refused to include the occupation state in the blacklist despite the increasing violations against children in Palestine, especially in 2021 in terms of the occupation forces deliberately targeting, killing, injuring and arresting children in addition to restricting and disrupting their enjoyment of their rights set in the Convention on the Rights of the Child.

It also considers that this behavior is a dissolution of all obligations and guarantees provided by international humanitarian law conventions to protect civilians, especially children, and contradicts Security Council resolutions aimed at protecting children during armed conflicts, which makes the United Nations mechanisms for the protection of human rights vulnerable to criticism, in addition to exposing the lives of children in Palestine to risk, as it gives the occupation a green light to continue committing war crimes against children, and contributes to obstructing international efforts aimed at holding accountable and prosecuting perpetrators of grave violations against children and war crimes.

ICSPR renews its condemnation of the Israeli occupation crimes against Palestinian children and considers that these crimes are a clear reflection of the racist occupation doctrine based on the fact that killing a child today is a killing tomorrow’s enemy. Therefore:

• ICSPR calls on the international community and the Special Representative of the Secretary-General for Children, to work without delay to include the Israeli occupation forces on the blacklist of countries that violate children’s rights.

• ICSPR urges the new Prosecutor of the International Criminal Court to work as quickly as possible to open a serious and urgent investigation into the Israeli crimes in the occupied Palestinian territories, especially the crimes of the occupation against Palestinian children, as it is the most effective way to ensure the deterrence of the occupation forces.
