ICSPR: Forming a council to manage the affairs of settlers in Hebron Municipality is illegal

Palestine-Gaza Strip/ The international Commission to Support Palestinians’ Rights issued on Monday a position paper condemning the Israeli military decision forming a council to manage the affairs of the Israeli settlers in Hebron. ICSPR emphasizes on the illegality of this step and its violation to the international law and the resolutions of the international legitimacy

The position paper, which the director of the legal Department in ICSPR Islam Talal Sukkar wrote, emphasizes that the Israeli military decision is a clear violation of Hebron Protocol of the army redeployment, which was signed between the Palestinian Authority and the Israeli occupation in 1997.

The statement pointed out that the decision affirms the disrespect of the occupation practice towards the bilateral agreement. Such decision does not change the legal description of the Palestinian territories as occupied territories as stated in the rules of the international humanitarian law particularly the Fourth Geneva Convention (1949) and its annex.

Thus, the statement considered this decision as a war crime under the provisions of article 8 (2/b/8) of the International Criminal Court

The statement also declared that the resolution reflects the real intentions of the occupation to control the city of Hebron, specifically the Ibrahimi Mosque and turn it into a Jewish synagogue.

It is also important to mention that the decision violates the last decision of UNESCO, which listed Hebron on the global human heritage list.

The statement called the Palestinian National Authority (PNA) with the international organization to take serious actions in order to prevent the Israeli occupation by forcing it to fulfill the agreements. It also emphasizes on the role that the international bodies should play through the UN Secretary-General. It calls him to place this issue on the agenda of the United Nations General Assembly

It continues to call Hebron municipality to build a strategic plan to deal with the current situation. The statement demands the world freedom fighters to stand with justice in order to prevent violations against the rights of the Palestinian people, and to move urgently towards boycotting and imposing sanctions against the Israeli occupation.
