ICSPR: The Israeli Occupation Continues Crimes of Killing, Torture, and Medical Negligence Against Palestinian Prisoners

The International Commission to Support Palestinian Rights (ICSPR) is deeply concerned about the continued systematic violations committed by the Israeli occupation authorities against Palestinian prisoners, including torture, ill-treatment, and deliberate medical negligence, which have led to the martyrdom of dozens of detainees inside Israeli prisons.

In the latest of these crimes, prisoner Raafat Adnan Abu Fanouneh (34 years old) was martyred today in Ramla Prison, despite not having any health issues prior to his arrest on October 7. Three days earlier, Palestinian prisoner Musab Hani Haniyeh (35 years old) from Khan Yunis was also martyred due to deliberate medical negligence and ill-treatment inside Israeli detention centers.

Human rights reports indicate an unprecedented escalation in Israeli violations against Palestinian prisoners since October 7, 2023, with 60 documented martyrs inside prisons. Meanwhile, dozens of detainees from Gaza remain forcibly disappeared. Testimonies from prisoners have documented their exposure to brutal practices, including:

  • Severe beatings and physical and psychological torture.
  • Deprivation of sleep and solitary confinement.
  • Deliberate medical negligence and lack of healthcare.

ICSPR considers all Israeli practices against Palestinian prisoners to be a flagrant violation of the Third and Fourth Geneva Conventions, which obligate the occupying power to provide protection and medical care for prisoners. These crimes also constitute war crimes and crimes against humanity under the Rome Statute of the International Criminal Court. Therefore, ICSPR demands the following:

An urgent and independent international investigation into the martyrdom of prisoner Musab Haniyeh and all cases of medical negligence and torture that have led to the deaths of Palestinian detainees.
The deployment of specialized international committees, including a team from the United Nations and the International Committee of the Red Cross, to document and monitor the conditions of Palestinian prisoners in Israeli prisons and ensure compliance with international standards for detainees’ rights.
Holding Israel legally accountable before the International Criminal Court and pursuing cases related to war crimes committed against Palestinian prisoners to end the policy of impunity.
Calling on free people around the world to launch an international campaign to save sick and elderly prisoners and compel the occupation to immediately release all detainees suffering from serious illnesses, especially amid the deliberate deterioration of their health conditions.
Escalating political and diplomatic pressure on the occupation and taking concrete measures beyond traditional condemnation statements by imposing boycotts and sanctions on Israel to ensure its compliance with international humanitarian law and human rights standards.
