ICSPR Condemns Israeli Massacres Against Families in Gaza and the West Bank and the Targeting of Palestinian Police, and Warns of Imposing a New Judaization Reality in Jerusalem and Al-Aqsa Mosque
The International Commission to Support Palestinian Rights (ICSPR) strongly condemns the ongoing crimes committed by Israeli occupation forces against Palestinian civilians in the West Bank and the Gaza Strip, which reflect blatant disregard for international humanitarian law, human rights standards, and the resolutions of the United Nations and international courts.
At dawn today, Sunday, 15 March 2026, Israeli occupation forces committed a horrific crime in the town of Tammun, south of Tubas Governorate in the northern West Bank. A special Israeli unit opened fire on a civilian vehicle, killing four members of the same family: Ali Khaled Sayel Bani Ouda (37), his wife Waad Othman Aql Bani Ouda (35), and their two children Mohammad (5) and Othman (7).
Israeli warplanes also targeted areas in Nuseirat refugee camp in central Gaza and the city of Khan Younis in the southern Gaza Strip earlier today, resulting in the killing of several civilians and the injury of others with varying degrees of severity. Among the victims were three members of the same family in Al-Sawariha area west of Nuseirat camp: Kamel Ayash, his wife Halima, and their son Ahmad.
In a separate incident, an Israeli reconnaissance drone fired two missiles this afternoon at a Palestinian police vehicle on Salah Al-Din Street near the entrance to Al-Zawaida in the central governorate, killing eight Palestinian police officers in Gaza:
Colonel Iyad Abu Youssef, Abdulrahman Al-Amsi, Wissam Al-Hafi, Youssef Meit, Musab Al-Durra, Fathi Oweida, Rami Harb, and Abdullah Badwan.
The Commission affirms that the repeated targeting of police officers in Gaza aims to undermine the security system and civil order in the Gaza Strip and to spread chaos.
ICSPR stresses that these crimes fall within the framework of genocide and ethnic cleansing, as part of a recurring pattern of military attacks targeting civilians, homes, displaced persons’ tents, and police officers, in grave violation of international humanitarian law and the provisions of the Fourth Geneva Convention, which prohibits targeting civilians and civilian and religious objects.
At the same time, the Commission reiterates its deep concern over the escalating Israeli measures in occupied Jerusalem, including the strict restrictions imposed on Al-Aqsa Mosque, which has been closed to worshippers for more than two weeks, preventing Palestinians from accessing it. These actions appear to be part of efforts to impose a coercive security reality, reduce Palestinian presence, and prepare the ground for new Judaization arrangements, particularly with the approach of Jewish holidays.
The Commission believes that the simultaneous occurrence of these crimes and violations in the West Bank, Gaza Strip, and occupied Jerusalem reflects a broad Israeli escalation amid the continued policy of impunity and the failure of the international community to enforce respect for international law and protect Palestinian civilians.
Accordingly, the International Commission to Support Palestinian Rights (ICSPR – Hashd) calls on the international community, the United Nations, and the High Contracting Parties to the Geneva Conventions to:

Ensure international intervention to stop violations of the ceasefire agreement and halt killings and the direct targeting of civilians and Palestinian police officers, and to provide international protection for Palestinian civilians in the occupied Palestinian territory.

Hold Israeli leaders accountable before international courts for war crimes, genocide, and other grave violations committed against civilian populations and civil police forces, including attacks on civilian and religious objects; lift the blockade imposed on the Gaza Strip; ensure protection of Al-Aqsa Mosque; and halt Judaization measures in occupied Jerusalem.

Activate international diplomatic and popular efforts to pressure governments to fulfill their responsibilities in putting an end to crimes of genocide, settler colonialism, and Judaization.
