In the light of the field developments in Palestinian towns and villages, the Israeli occupation forces killed a Palestinian civilian and wounded hundreds of demonstrators who rejected the recent American decision.
The International Commission to Support the Palestinian Rights, ICSPR, followed with deep concern the Israeli occupation forces committing new crimes by using excessive force. On Friday, December 9, 2017, Israeli Occupation Forces, IOF, killed two Palestinian civilians from the Gaza Strip, and wounded 277 demonstrators in various parts of the occupied Palestinian territories.
ICSPR praises all the freedom fighters who have defend the rights of the Palestinian people. ICSPR also thanks all the Arab and international official, popular efforts to reject the American decision of moving the American embassy from Tel Aviv to the Jerusalem.
ICSPR affirms that the American decision is a clear violation of international law and that the American administration bears the international responsibility for its direct and clear contribution to the crimes of settlement and confiscating the Palestinian land. ICSPR also urges the Palestinian, Arab and Islamic leadership to maximize the efforts to confront this decision by building strategy based on developing and employing all international diplomatic and legal tools to support any efforts that confront this decision. ICSPR records and calls upon the following:
1.ICSPR reaffirms that the new American decision as a clear violation of the principles of international law ,international humanitarian law and all international resolutions relevant to the question of Palestine since its inception, particularly the General Assembly and Security Council resolutions on Jerusalem especially Security Council resolution ( 2234) on 23 December 2016 which judge the illegality of Israeli settlements.
2- ICSPR considers US decision as abandon of the international conventions, the United States is a party of Oslo Accord. Through its new decision the US abandon all previous guarantees including letter of guarantees to the Palestinian side ahead of the Madrid Conference.
3.ICSPR considers that the U.S. decision constitutes a flagrant violation against the rights of Muslims ,Christians and Palestinian national rights and will effect Jordans guardianship in Jerusalem.
4- ICSPR stresses that the US decision politically and practically voids the negotiating process, which began since the signing of the Oslo Accord, thus canceling the political solution and perhaps abolish the two-State solution through negotiations.
5.ICSPR demands the Palestinian leadership, Islamic and Arab to sever all diplomatic relations with the United States particularly with the American embassy in Jerusalem, and announcing suspend any future cooperateion with the United States as an indirectly mediator, and not within the Quartet, And not to receive or interact with any American delegations.
6- ICSPR urges the world government, especially those members of the Security Council, to reach a binding resolution that includes a clear mechanism of actions to force the US to retreat its recent decision and to affirm the legal status of Jerusalem.
7- ICSPR calls upon the Palestinian and Arab leadership to go to the General Assembly and work with friendly countries to use Union for Peace mechanism to overcome any possible failure of the Security Council .
8.ICSPR calls upon the Palestinian leadership to conduct urgent meeting of high states members of the Geneva Conventions to declare a clear position condemns US decision and reaffirms the applicability of the Geneva Conventions on land occupied in 1967 including Jerusalem and work to bind the United States to the conventions as one of the high contracting parties.
9- ICSPR urges the Arab League and the organization of the Islamic Conference to start international. political ,diplomatic and legal movements, to hold US and Israel accountable for the crime which is committed against Palestinian people.
