Enough of the ongoing Israeli escalation and the killing of Palestinian civilians in the Gaza Strip
The International Commission to Support Palestinians’ Rights (ICSPR) urges you in accordance with your legal mandate, to take immediate action to force the Israeli occupation forces to halt their operations and escalation of hostilities on the Gaza Strip, which target towns, villages and camps without discrimination.
We are addressing you again to put you in the form of the developments in the field and the Israeli threats issued by political and military officials, whose intention is to expand the circle of targeting unarmed Palestinian civilians and their properties in the Gaza Strip, which according to the Palestinian Ministry of Health in the Gaza Strip resulted since Tuesday dawn, 12 November 2019 until the next morning 13 November in the martyrdom of 18 Palestinian civilians, including a woman, and the injury of 50 others, including children and women, in addition to the targeting and destruction of dozens of civilian facilities, apartments and residential buildings by Israeli artillery and air force, which flies continuously and at low levels, contrary to international conventions and covenants, notably the 1949 Geneva Conventions and their Protocols.
Ladies and Gentlemen:
These Israeli attacks on Palestinian civilians and their properties posed a real threat and an explicit call for extrajudicial killings, and a brutal violation of the rules of international humanitarian law and international human rights law, in particular the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, and other instruments that ensured the rights of civilians and criminalized the confiscation of these rights. Moreover, it constituted an unlawful violation of the responsibilities of the occupation state towards the inhabitants of the occupied territory, in accordance with the provisions of the laws governing the occupation authorities, and the legal rules that impose protection for civilians in armed conflicts.
Accordingly, the International Commission to Support Palestinians’ Rights (ICSPR) warns that these attacks are a prelude to a wider aggression that only the Palestinian citizen will pay dearly for, in light of the continued silence of the international community, and urges you to work to undermine the Israeli plans aimed to targeting more innocent civilians and their property in the Gaza Strip, including halting the implementation of the law of the jungle at the expense of the rule of law and justice.
We hope that you will adopt this appeal in your capacity and on behalf of your organization, and take all the solidarity measures to ensure that the claims contained in it are responded to as quickly as possible, as tomorrow it might be too late.
