Dr. Salah Abd Alati, The Occupation Continues the Crime of Genocide and Systematic Starvation, Misleads the World Regarding the Situation in Gaza, and Uses Humanitarian Aid to Entrench Hunger, Chaos, and Total Collapse
Dr. Salah Abd Alati, President of the International Commission to Support Palestinians’ Rights (ICSPR), stated that the Israeli occupation authorities are systematically misleading the international community about the catastrophic humanitarian situation in the Gaza Strip in an attempt to whitewash their ongoing crimes. Meanwhile, they continue their genocidal policy through tools of starvation, siege, deprivation, the spread of chaos, and the deepening institutional collapse of healthcare and humanitarian services.
Dr. Abd Alati clarified that today marks the 666th day of the genocidal war, as famine and food insecurity have reached unprecedented levels. 7 citizens have died from hunger in the past 24 hours alone, raising the number of documented starvation martyrs to 166, most of whom are children, women, the elderly, and persons with disabilities. More than 2 million people are living under inhumane conditions, deprived of food, water, and healthcare.
He pointed out that the alarming statistics reflect the magnitude of the genocide and starvation crime. Since the beginning of the aggression, the number of genocide victims has reached 60,249 martyrs, and 147,089 injuries have been admitted to hospitals, not including thousands still missing under the rubble. He emphasized that the entire population of Gaza is living under famine, including 20,000 children hospitalized due to acute malnutrition and 60,000 others suffering from hunger. He warned that 40,000 infants, 60,000 pregnant women, and half a million people are at immediate risk of death due to starvation and the absence of healthcare.
Dr. Abd Alati confirmed that the Israeli occupation continues to engineer chaos and starvation by obstructing the entry of humanitarian, relief, medical aid, and fuel — insisting on turning Gaza into an uninhabitable disaster zone. He explained that the collective punishment and Israeli aggression have caused the collapse of healthcare services through destruction, exhaustion of medical staff, and the acute shortage of medicines, medical supplies, clean water, and fuel. This hinders hospitals’ ability to provide services amid overcrowding of the wounded, forcing treatment in open courtyards. Additionally, there is a medical inability to treat acute malnutrition, particularly among children and adolescents, due to the lack of milk, supplements, and medications.
Dr. Abd Alati added that the occupation deliberately and extensively obstructs the entry of humanitarian aid and prevents its safe and organized delivery to those in need. It also continues targeting starving civilians at aid distribution points, where these attacks have resulted in the death of over 1,400 Palestinians and injured more than 9,000 others, most of them at distribution points of the U.S.-Israeli criminal organization “Gaza Humanitarian Foundation” (GHF) — which the occupation imposed as an illegitimate and coercive alternative to international organizations, especially UNRWA. He stressed that the visit by U.S. envoy David Satterfield (a.k.a. Witkoff) to one of its centers is merely an attempt to whitewash this criminal operation.
Dr. Abd Alati noted that despite the slight increase in aid trucks during the past week, the situation on the ground remains catastrophic. The daily average of aid trucks did not exceed 100 trucks, a very small number compared to the minimum required 600 trucks per day to meet humanitarian needs. Worse still, most of these trucks pass through unsafe routes designated by the occupation and are looted by armed groups supported by the occupation or by thousands of starving civilians awaiting aid — which entrenches a state of chaos and lawlessness.
He also highlighted that the air-dropped aid by some Arab countries such as Egypt, the UAE, and Jordan does not reach civilians directly. Most of it is dropped in designated danger zones, while what falls near displacement areas causes mass chaos and stampedes.
Dr. Abd Alati warned that the occupation is deliberately using starvation and chaos to entrench social collapse in Gaza and dismantle the social fabric by sowing despair, generating conflict over scraps of aid, and imposing distribution systems that strip civilians of their dignity — forcing them to choose between death by starvation or death at aid points and checkpoints. These policies also deepen deprivation for the vast majority of the population and lead to skyrocketing prices, exploitation, and the monopolization of aid by merchants and looters.
He urged the Palestinian citizens of Gaza to refrain from obstructing aid convoys to protect their lives and ensure the arrival of aid to international organizations’ distribution centers. He also called for the establishment of a protection mechanism for relief convoys to ensure fair and transparent distribution that preserves dignity and prevents the dominance of chaos.
Dr. Abd Alati called on the international community, the High Contracting Parties to the Geneva Conventions, the United Nations, its specialized agencies, and international organizations to pressure the Israeli occupation to immediately and unconditionally open all crossings and ensure the sufficient and daily flow of humanitarian aid. He stressed the need to protect aid convoys and their personnel, prevent the targeting of civilians gathered at distribution points, and secure aid workers. He reiterated the call for the permanent and unrestricted opening of all crossings to allow for sufficient and urgent humanitarian aid and organized, equitable distribution.
He demanded the immediate cessation of the work of the U.S.-Israeli criminal “Gaza Humanitarian Foundation”, and the enabling of UNRWA and all UN bodies to carry out their full roles freely and without Israeli restrictions.
Dr. Abd Alati also urged pressure on the Israeli occupation to ensure freedom of movement for international and humanitarian organizations, unhindered access for field hospitals, doctors, international journalists, UN staff, members of the international investigation commission, and other relevant bodies to support the humanitarian response and witness the reality of the humanitarian situation and the crimes of genocide and starvation.
He called for the imposition of sanctions on the Israeli occupation and the activation of accountability mechanisms to bring its leaders, soldiers, and accomplices before the International Criminal Court and other judicial bodies.
Dr. Abd Alati concluded his statement by stressing that what is happening in Gaza is a full-fledged genocide and catastrophic famine, requiring the United Nations to end its complacency, declare Gaza a famine zone, and take all international and humanitarian measures to lift the Israeli siege, ensure the safe and regular flow of aid, protect the work of international organizations, stop the accelerating collapse of all aspects of human life, save the lives of those being deliberately starved, and hold the Israeli authorities accountable for the crime of genocide and deliberate starvation against more than two million people in Gaza.
