ICSPR: The UN Commission of Inquiry Report and the Ongoing Crimes of Killing and Starvation in Gaza Confirm the Escalation of Genocide Against the Palestinian People

The International Commission to Support Palestinian Rights (ICSPR) welcomes the report issued by the UN Independent International Commission of Inquiry regarding crimes committed against Palestinian children, which confirmed the existence of compelling evidence that Israeli occupation forces have committed grave and systematic violations against Palestinian children, including killing, torture, sexual violence, starvation, and the systematic targeting of the rights to life, education, health, and protection.ohchr+1

ICSPR affirms that the findings contained in the UN report are fully consistent with what Palestinian and international human rights organizations have been documenting on a daily basis: ongoing crimes committed by Israeli occupation forces against Palestinian civilians in the Gaza Strip in the context of a continuing genocidal war targeting the Palestinian people, the means of their survival, and their existence on their land.news.un+1

The Commission strongly condemns the continued killing of civilians and displaced persons across the Gaza Strip, especially in the Al-Mawasi area west of Khan Younis, which has become a постоянный theatre of air attacks and civilian targeting despite housing hundreds of thousands of displaced persons who were forced there by Israeli occupation forces. In this context, ICSPR is following with grave concern the latest crimes that have resulted in the killing and injury of a number of civilians, including children, displaced persons, and health sector workers, among them the child Ahmed Sabri Jamil Mohsen, the girl Julia Khaled Al-Balawi, citizen Ismail Al-Masri, paramedic Maysara Al-Khawaja, and others targeted by Israeli drones in densely populated displacement areas.instagram+1

The Commission believes that the repeated targeting of children, displaced persons, medical personnel, and humanitarian workers confirms the systematic nature of these crimes and reflects the occupation’s determination to continue a policy of mass killing and collective punishment against the civilian population.un+1

ICSPR notes that the Commission of Inquiry report revealed shocking data confirming the scale of the humanitarian catastrophe facing Palestinian children. More than 20,000 children have been killed, more than 44,000 children injured, and more than 58,000 children have lost one or both parents since the start of the aggression, while 97 percent of Gaza’s schools have been damaged or destroyed and 22 universities have been completely destroyed, in what amounts to a systematic attack on the future of the Palestinian people and on their rights to education, development, and self-determination.bbc+1

ICSPR also expresses deep concern over the continuation of the siege and starvation policy imposed by the occupation authorities on the Gaza Strip, which has led to worsening famine, spreading malnutrition, and the collapse of the humanitarian and health systems. Available information points to a dangerous gap between the actual humanitarian needs and the limited aid the occupation allows to enter, resulting in the deaths of children from hunger and malnutrition and the shutdown of many community kitchens and food distribution centers.edition.cnn+1

The Commission emphasizes that the use of starvation and siege as methods of warfare constitutes a war crime and a flagrant violation of international humanitarian law, the Geneva Conventions, and the Rome Statute of the International Criminal Court.un+1

ICSPR also condemns the continued Israeli crimes and violations in the occupied West Bank, including East Jerusalem, such as extrajudicial killings, military raids, escalating settler attacks, the withholding of the bodies of martyrs, forced displacement policies, and land confiscation, all of which amount to organized violations of international law and United Nations resolutions.ohchr+1

The Commission affirms that the full range of crimes committed against the Palestinian people, including the large-scale killing of civilians, the targeting of children and women, starvation and siege, the systematic destruction of civilian, educational, and health infrastructure, forced displacement, settlement expansion, torture, enforced disappearance, and the withholding of bodies, constitute war crimes and crimes against humanity and provide serious and cumulative evidence of the crime of genocide.un+1

ICSPR warns that the continued failure of the international community to stop these crimes or hold their perpetrators accountable undermines the international justice system and encourages the continuation of grave violations against the Palestinian people.reliefweb+1

Accordingly, the International Commission to Support Palestinian Rights (ICSPR):

  • Welcomes the findings and recommendations of the UN Independent Commission of Inquiry and calls for their adoption within international accountability mechanisms.ohchr+1

  • Calls on the International Criminal Court to expedite the issuance of arrest warrants and prosecution orders against Israeli officials involved in crimes committed against Palestinian civilians.edition.cnn+1

  • Calls on the Human Rights Council and the UN General Assembly to take practical and binding measures to stop the ongoing crimes.un+1

  • Urges the High Contracting Parties to the Geneva Conventions to fulfill their legal obligations and take effective measures to ensure protection for Palestinian civilians.un+1

  • Calls for a comprehensive embargo on the export of weapons and military equipment to the Israeli occupation.reliefweb+1

  • Demands the lifting of the siege imposed on the Gaza Strip and the guarantee of the free, safe, and sustained flow of humanitarian aid.news.un+1

  • Calls for urgent international protection for Palestinian civilians and an end to the policy of impunity.ohchr+1

ICSPR stresses that justice for Palestinian victims, the protection of civilians, and the cessation of ongoing crimes are no longer merely political matters; they have become legal, moral, and humanitarian obligations upon the international community as a whole, requiring urgent and effective action to end the escalating humanitarian catastrophe in Palestine.news.un+1
