ICSPR: Genocide Intensifies in Gaza Amid Mass Killing, Starvation, Forced Displacement, and Total Destruction under a “Scorched Earth” Policy

Day by day, the tragic and shocking reality in the Gaza Strip continues to unfold. Israeli crimes have surpassed the limits of catastrophe, reaching the level of genocide, crimes against humanity, and systematic war crimes, to the extent of total annihilation and destruction of the population. The International Commission to Support Palestinian Rights (ICSPR) affirms that the ongoing comprehensive aggression against civilians—amidst international silence, complicity, and failure—entrenches the law of the jungle and places collective responsibility on all states to lead urgent international action to stop the mass killings, starvation, militarization of aid, forced displacement, targeting of children, women, and service providers, destruction of residential neighborhoods, and the collapse of health conditions—all as part of the escalating genocide and ongoing Israeli aggression.

The number of martyrs who have reached hospitals has exceeded 54,000, with over 124,000 injured, and nearly 14,000 reported missing under the rubble. Children and women constitute 70% of the total victims, highlighting the deliberate, disproportionate, and direct targeting of these groups and Palestinian civilians in general.

ICSPR states that the occupying authorities continue to use systematic starvation as a weapon of war by severely restricting the entry of humanitarian aid—allowing no more than 90 trucks daily, which accounts for less than 10% of the daily needs. Famine has now reached a full-blown catastrophe (Phase 5 of food insecurity). A total of 326 people have died due to malnutrition and lack of medicine—58 directly from starvation, 242 due to food and medicine shortages, and 26 from kidney failure. UN reports indicate that 100% of Gaza’s population is experiencing severe food insecurity.

ICSPR warns that aid distribution points, particularly those sponsored by the U.S. in coordination with the occupying forces, have turned into death traps. Starving civilians seeking food are repeatedly and deliberately targeted at these so-called U.S.-Israeli aid centers. The latest atrocity occurred west of Rafah, where Israeli forces opened fire and shelled civilians heading to a U.S. aid distribution point, killing 23 people and injuring over 200 others. Since the operation of these U.S.-Israeli distribution centers began on May 27, 2025, a total of 92 civilians have been killed and approximately 650 wounded in Rafah and Wadi Gaza. This confirms a premeditated intent to use U.S.-Israeli aid mechanisms as tools of mass killing, humiliation, and security control—undermining human dignity and contributing to demographic engineering in the Gaza Strip.

ICSPR also reports that Israeli forces continue carrying out mass forced displacement, particularly in Khan Younis and northern Gaza. Over 800,000 civilians have been displaced under aerial and artillery bombardment. Most now live in the open, hungry and without tents or covers, in overcrowded and under-resourced areas in western Gaza, Khan Younis, Deir al-Balah, and Nuseirat—areas comprising less than 20% of Gaza’s territory. These policies fall within the framework of the “Chariots of Gideon” plan aimed at dividing Gaza into isolated enclaves and focusing destruction on remaining buildings and homes in the north and Khan Younis. In just the last 72 hours, more than 150 residential buildings housing 700 apartments were destroyed, alongside systematic targeting of remaining infrastructure, shelters, and service institutions.

ICSPR warns of the imminent collapse of the health sector in Gaza. Health facilities have been targeted, border crossings closed for more than 94 days, and entry of fuel and medical supplies blocked. Hospitals in northern Gaza are now out of service, while medicines and food are unavailable for medical staff and patients. This has caused a spike in mortality, with the Ministry of Health reporting five cancer patients dying daily due to cessation of treatment. Chemotherapy services have stopped for over 11,000 patients, including 5,000 in urgent need of treatment outside Gaza. Mortality among kidney failure patients has reached 41% due to the destruction of dialysis centers, including Noura Al-Kaabi Center, the only such facility in northern Gaza.

ICSPR also condemns the deliberate targeting of municipal workers, the latest being the assassination of three employees from Al-Bureij Municipality while performing their duties. This constitutes a clear crime aimed at disabling even minimal essential services, turning Gaza into an uninhabitable scorched land. The Israeli forces now use armored vehicle bombs, where old armored personnel carriers are loaded with tons of explosives and detonated in densely populated areas—causing mass destruction of residential neighborhoods and endangering thousands of civilians, in what amounts to a full-fledged war crime.

The International Commission to Support Palestinian Rights (ICSPR) expresses deep concern over international failure and Arab inaction in the face of ongoing atrocities, which has emboldened Israel to continue its violations without deterrence. Despite some official condemnations, ICSPR warns against the militarization of humanitarian aid and using distribution points as tools for the occupation’s strategic goals, including targeting UNRWA and obstructing international organizations. Holding the occupying authorities and the U.S. administration fully accountable for genocide and collective punishment of Palestinian civilians—clear violations of international humanitarian law, the Genocide Convention, the Rome Statute, and decisions of the International Court of Justice and the United Nations—ICSPR calls for the following:

  1. The international community and third-party states to the Geneva Conventions and the Genocide Convention must intervene urgently to stop the genocide, ensure the unrestricted entry of humanitarian and medical aid under UN-led mechanisms, and abolish the current U.S.-Israeli criminal aid mechanism.

  2. All states must boycott the occupying state and impose sanctions, including an arms embargo, and prosecute its political and military leaders in international courts.

  3. Immediate international protection for Gaza’s civilians must be provided under Chapter VII of the UN Charter and through the “Uniting for Peace” formula, including deploying a peacekeeping force to safeguard civilians and facilities and open humanitarian corridors.

  4. Enable UNRWA and humanitarian organizations to carry out their missions without obstruction and ensure protection for essential service workers.

  5. Pursue legal action in U.S. and international courts against those responsible for crimes committed against civilians at U.S.-Israeli aid distribution sites.
