ICSPR: 8 Palestinians Killed and Dozens Injured in Gaza and the West Bank

The International Commission to Support Palestinian Rights (ICSPR) strongly condemns the new massacre committed by the Israeli occupation forces through the targeting of Al-Asala Building in western Gaza City, which resulted in the killing of five civilians, including four women: Mari Hafez Abu Daoud, her mother Maysa Khader Abu Daoud, Dr. Yasmeen Al-Bobo, her mother Haloum Al-Bobo, and young man Bilal Khalil Ouda, in addition to the injury of others. The seriousness of this crime is heightened by the continuation of the ceasefire and attempts to justify it by claiming that one of the leaders of Hamas was targeted. ICSPR stresses that any claim of the presence of a military target does not grant legal immunity for bombing a residential building or killing civilians. Assassination operations also constitute war crimes and extrajudicial killings, represent a serious violation of international law, and cannot be used as a pretext for violating the lives of civilians. Civilians are not permissible “collateral damage”; rather, they are protected persons under international humanitarian law. The principles of distinction, proportionality and precautions remain binding on the occupation forces under all circumstances. This crime, with the deaths and injuries it caused among the civilian population, constitutes war crimes and contempt for the lives of innocent civilians.

ICSPR stresses that this massacre comes in the context of continued grave violations in the Gaza Strip despite the ceasefire. During the past 48 hours, the attacks resulted in seven Palestinians being brought to hospitals dead and 20 others injured. The number of Palestinians killed since the ceasefire began on 11 October 2025 has risen to 1,445, with 5,072 injured, in addition to 835 bodies recovered. Meanwhile, the overall death toll of the aggression has reached 74,228, with 175,188 injured, following the addition of 181 deaths to the cumulative record after the completion of verification and accreditation procedures.

At the same time, the humanitarian catastrophe is worsening as the entry of humanitarian aid and medical supplies continues to be delayed and obstructed, while the healthcare system remains disrupted. Hundreds of thousands of displaced people depend on scarce humanitarian assistance and community kitchens. Before the winter season, the Gaza Strip needs approximately 200,000 caravans and tents to shelter displaced people, while nearly 1.5 million displaced people face the winter in dilapidated tents and damaged buildings. This makes the continued restrictions on aid, basic necessities, shelter supplies, temporary housing units and equipment part of the siege system and the imposition of catastrophic conditions on the population of Gaza, pushing them toward forced displacement.

ICSPR also condemns the escalation of crimes and violations in the West Bank, including Jerusalem, through arrest and raid campaigns and the escalation of settler attacks against Palestinians, their property and agricultural lands, coinciding with the olive harvest season. Civilians have been beaten and pelted with stones, while vehicles and homes have been burned, trees uprooted, crops stolen and farmers prevented from accessing their lands. Three young men were arrested while harvesting olives in Asira Al-Qibliya, south of Nablus. Meanwhile, 19-year-old Baha Sami Amin Al-Natsheh died from injuries sustained after being shot by settlers in Kobar, north of Ramallah, amid reports that ambulances were prevented from reaching the injured and that the body was detained. Attacks also continue in Nablus, Ramallah, Hebron, Jenin, Salfit and the Masafer Yatta areas, including the destruction of property, seizure of crops and land, and attacks against farmers, amid the protection or inaction of occupation forces. These practices cannot be separated from a broader policy aimed at weakening the Palestinian presence and imposing coercive realities on the ground.

ICSPR warns that the escalation of settlement expansion, land confiscation, forced displacement and attacks against Palestinians is accompanied by a dangerous escalation in occupied Jerusalem, including widespread incursions into Al-Aqsa Mosque under the protection of occupation forces, the performance of religious rituals inside the mosque, the closure of roads and restrictions on movement and commercial activity in the Old City. This threatens the existing legal and historical status quo in the city and its holy sites.

ICSPR stresses that what is happening in Gaza, the West Bank and Jerusalem constitutes an interconnected system of violations of human rights and international humanitarian law. It calls for an immediate and permanent cessation of killing and targeting, full compliance with the ceasefire, and the protection of civilians without discrimination. It also calls for the opening of crossings to humanitarian aid and medical necessities without obstruction; an end to arbitrary arrests and settler attacks and the protection of farmers; an end to settlement expansion, land confiscation, forced displacement and home demolitions; respect for the existing legal and historical status quo in Jerusalem; and the opening of independent and effective international investigations into the killing of civilians and attacks during the ceasefire, including the massacre at Al-Asala Building. ICSPR calls for everyone found responsible to be held accountable before the competent international judicial mechanisms, an end to impunity, and guarantees that the Palestinian people enjoy their right to protection, freedom and self-determination.
