ICSPR Implements an Awareness Workshop Under the “Enhancing Youth’s Role in Elections” Initiative
The International Commission to Support Palestinian Rights (ICSPR) implemented an awareness-raising workshop as part of the activities of the “Enhancing Youth’s Role in Elections” initiative. The workshop addressed the concepts and importance of elections and their role in promoting political and civic participation, as part of ICSPR’s efforts to raise electoral awareness among young people and strengthen their understanding of their rights and responsibilities in public life.
The workshop was facilitated by Mr. Bahaa Al-Bahaisi, the initiative’s coordinator, with the attendance and participation of several initiative members, including Ms. Majida Al-Rimelat. The session featured an interactive discussion on a range of issues related to the Palestinian electoral experience, the role of the Palestinian Legislative Council, presidential elections, and the legal framework governing the electoral process.
The workshop presented information on the Palestinian Legislative Council as the parliamentary institution entrusted with legislative and oversight functions, including enacting laws, discussing public issues, and monitoring the performance of the executive authority within the powers established by the Palestinian legal system. Participants also reviewed a number of laws and decisions related to general elections and discussed amendments to the election law, including provisions related to the composition of the Council, candidacy procedures, and electoral representation.
Participants examined the historical stages of the Palestinian Legislative Council, from its establishment following the first general elections in 1996 to the second legislative elections held in 2006. The 2006 elections increased the number of Council seats to 132 and adopted a mixed electoral system combining district seats and list-based representation.
The workshop also discussed the general powers and responsibilities of the Palestinian Legislative Council, notably legislation, the adoption and amendment of laws, discussion of issues and agreements related to public affairs, and the exercise of oversight in accordance with the legal and constitutional frameworks governing relations among public authorities.
In the presidential elections session, participants discussed the process of electing the President through direct, free, and secret general voting, the presidential term of office, and the eligibility requirements for candidacy under relevant electoral laws. The General Elections Law stipulates that the presidential term is four years and that no individual may be elected for more than two consecutive terms. It also establishes candidacy requirements, including Palestinian nationality, being at least 40 years old on polling day, permanent residence in the Palestinian territories, and registration in the final voters’ register.
The workshop further addressed the importance of informed participation in the electoral process, the need for young people to familiarize themselves with electoral laws and regulations, and the role of elected institutions in representing citizens and defending their interests. It also promoted the values of dialogue, responsibility, and peaceful civic participation.
Participants emphasized that enhancing electoral awareness among young people is essential to strengthening political and community participation and preparing a generation capable of understanding democratic tools and following public affairs in an informed and responsible manner. Such awareness contributes to strengthening youth engagement in initiatives and activities related to national and community issues.
It is worth noting that this workshop is part of the activities and initiatives implemented by ICSPR in partnership with The Shaikh Group (TSG), with the aim of promoting community awareness and supporting youth participation in public and electoral affairs.
