ICSPR Condemns the Killing of the Child Samer Samara in Tubas
The International Commission to Support Palestinian People’s Rights (ICSPR) condemned in the strongest terms the shooting carried out by members of the Palestinian security services on 15/2/2026 in Tubas Governorate, which resulted in the killing of the child Ali Samer Samara (15 years old), the death of the child Ronza Samer Samara (4 years old) after suffering a critical head injury, the injury of the citizen Yazan Samer Samara, and the arrest of the citizen Samer Samara amid reports that he was wounded.
ICSPR stated that direct gunfire at a civilian vehicle constitutes a grave violation of the right to life and of the rules governing the use of force and law enforcement. It called for an immediate, independent, and transparent criminal investigation that leads to the accountability of all those proven responsible, without exception.
ICSPR affirmed that respect for the provisions of the Palestinian Basic Law and international standards, including the Basic Principles on the Use of Force and Firearms, is a legal obligation that cannot be subject to interpretation or bypass. It also stressed the need to announce the results of the investigation to the public without delay and to ensure reparation for the victims in accordance with the law. The Commission emphasized that the rule of law and accountability are the foundation for safeguarding civil peace and preventing the recurrence of such crimes.
