The Israeli Occupation Continues to Commit Genocide, Targets Residential Towers and Displaced Civilians, and Attacks the State of Qatar
The International Commission to Support Palestinians’ Rights (ICSPR) strongly condemns the continuation and escalation of genocide and Israel’s all-out aggression against the Gaza Strip for the 706th consecutive day. This aggression is manifested in the perpetration of brutal massacres against civilians, systematic bombardment of residential towers, multi-story buildings, and civilian homes, targeting of displaced persons’ tents, and the imposition of a suffocating blockade that intensifies policies of starvation and slow-motion genocide against more than two million people. It also includes the targeting of unarmed civilians searching for food, in addition to the destruction of humanitarian service systems. Israeli bombardment of residential towers hosting communication infrastructure has led to an almost total collapse of internet and communication services in large parts of Gaza City, especially western neighborhoods—further deepening the isolation of the population, obstructing rescue operations, and hindering the work of humanitarian, medical, and relief institutions.
According to the Palestinian Ministry of Health in Gaza, since October 7, 2023, the death toll has risen to 64,656 martyrs and around 163,503 injuries, including 12,098 martyrs and 51,462 injuries since March 18, 2025 alone. The number of victims among starving civilians targeted while seeking humanitarian aid has risen to 2,456 martyrs and more than 17,861 injuries. Meanwhile, famine-related deaths have surpassed 400 cases, including dozens of children and elderly people, due to deprivation of food, medicine, and safe drinking water, coupled with the spread of epidemics and diseases amidst the near-total collapse of the health system.
Today, Israeli forces committed yet another massacre in the Al-Shati (Beach) area west of Gaza, targeting displaced persons’ tents, killing 17 civilians and wounding dozens. Israeli warplanes also destroyed a residential tower and more than 10 homes, in a simultaneous crime that also targeted dozens of displacement tents. These crimes come within declared Israeli plans to destroy Gaza City, forcibly displace its residents, render the Gaza Strip an uninhabitable disaster zone, and impose military rule that would lead to the depopulation of the Strip.
ICSPR strongly condemns the Israeli attack that targeted a meeting of Palestinian leaders in the Qatari capital, Doha, considering it a blatant assault on the sovereignty of the State of Qatar, an international crime, a direct threat to regional and international peace and security, and a deliberate attempt to thwart mediation efforts aimed at halting the aggression and ending the genocide against the Palestinian people.
ICSPR affirms that the continuation of mass killings, systematic destruction of infrastructure, cutting off communications, comprehensive starvation, forced displacement, denial of medical treatment and relief—all constitute collective punishment and organized revenge, forming part of Israel’s ongoing crime of aggression and genocide. These are flagrant violations of international law, the UN Charter, the Geneva Conventions, the Convention on the Prevention of Genocide, and the Rome Statute. Ending the genocide is not only the responsibility of governments and international institutions, but also a moral and humanitarian duty upon free peoples and civil society forces worldwide. The international community is expected to escalate popular mobilization, organize demonstrations and solidarity actions, and impose the widest forms of public, media, economic, and political pressure—up to building a global civil disobedience movement that compels governments to act and fulfill their legal and moral obligations to stop these heinous, ongoing Israeli crimes against all of humanity.
Accordingly, ICSPR calls for the following:

The international community, the United Nations, the Security Council, and the General Assembly under the “Uniting for Peace” framework to intervene immediately and urgently to stop the genocide and Israeli aggression against the Gaza Strip, and to dispatch an international protection force to safeguard civilians and ensure the safe delivery of humanitarian and medical aid.

The High Contracting Parties to the Geneva Conventions and the Convention on the Prevention of Genocide to fulfill their legal obligations to provide international protection for Palestinian civilians and prevent their displacement, and to activate accountability mechanisms to prosecute Israeli war criminals before international courts.

The United Nations, as well as international and regional organizations, to take urgent action to stop the policy of starvation and prevent total humanitarian collapse, to guarantee the safe and permanent entry of aid, and to secure the freedom of operation for UN agencies, foremost among them UNRWA.

Free peoples of the world, international civil society organizations, and solidarity movements to escalate popular, rights-based, and political mobilization, and to pressure governments to fulfill their legal and moral obligations to halt the genocide—leading to the imposition of comprehensive sanctions on the occupying state, its isolation, and the prosecution of its leaders as war criminals.
