ICSPR: Ongoing Massacres Against Displaced Persons in Shelters and Tents Require Immediate International Action to Stop the War of Genocide

The International Commission to Support Palestinian Rights (ICSPR) strongly condemns and expresses its deep outrage over the continued perpetration of mass atrocities by Israeli occupation forces against Palestinian civilians. Israeli aircraft and artillery continue to launch violent attacks on various areas of the Gaza Strip, targeting displacement tents and residential neighborhoods, resulting in numerous martyrs and injuries among Palestinians, as well as widespread destruction of infrastructure. These attacks have also deliberately targeted aid seekers at distribution points.

In yet another crime added to Israel’s extensive record of atrocities that amount to war crimes and crimes against humanity—and clearly indicate a deliberate intent to commit genocide against besieged civilians—Israeli occupation forces bombed the Osama bin Zaid School in the Al-Saftawi area north of Gaza City on the evening of Friday, June 27, 2025. The school was being used as a shelter for hundreds of displaced civilians. The attack resulted in the martyrdom of eight civilians, including five children, and left others injured, in a blatant violation of the principle of special protection for civilian facilities under international humanitarian law.

Israeli warplanes also struck a large gathering of displacement tents around the Holy Family School in the Al-Rimal neighborhood in western Gaza City. The attack created a massive crater approximately 20 meters wide, burying more than 15 tents and trapping dozens of civilians—women, children, and the elderly—alive under the sand. This horrific scene represents the height of brutality and inhumanity. At least 100 people were confirmed martyred, and search operations for the missing and deceased are still ongoing.

Simultaneously, on Saturday and Sunday, Israeli aircraft carried out dozens of airstrikes on civilian homes and displacement tents across different parts of the Gaza Strip, with a focus on eastern neighborhoods of Khan Younis and Gaza City. These strikes led to the martyrdom of 25 Palestinians as of early Sunday morning, including five civilians who were awaiting humanitarian aid. On Saturday alone, 81 civilians were martyred, and 422 others were injured. Emergency and civil defense teams face great difficulty reaching victims, many of whom remain trapped under the rubble or lying in the streets.

As a result, the total number of martyrs since October 7 has risen to more than 56,412, with over 134,260 injuries. Of these, 6,089 martyrs and 21,013 injuries have been recorded since March 18, marking the resumption of Israeli aggression following the breakdown of a ceasefire agreement.

Furthermore, the Israeli occupation army issued new forced displacement orders yesterday, targeting areas in Gaza City, northern Gaza, and central Gaza Strip. As part of ongoing ethnic cleansing plans, the occupation called—via social media posts—for civilians in Al-Zaytoun, Al-Sabra, and northern Gaza, as well as in Nuseirat, Al-Zahraa, Al-Mughraqa, and neighborhoods in the northern coastal areas (including Al-Nazha, Al-Bawadi, Al-Basma, Al-Bustan, Badr, Abu Huraira, Al-Rawda, and Al-Safa), to evacuate immediately to the Al-Mawasi area, which the occupation labels a “humanitarian zone.” However, this area is already overcrowded with forcibly displaced people suffering from extreme shortages of food, water, and basic services.

ICSPR, while expressing its deep outrage and condemnation of the international community’s continued failure to fulfill its legal, ethical, and humanitarian obligations—especially regarding the provision of safe zones, humanitarian corridors, and unimpeded aid—stresses that the ongoing war of genocide, now in its 21st month, has seen Israeli forces commit some of the most heinous international crimes, particularly the systematic targeting of civilians and UN-affiliated shelters.

Despite international condemnations, Israel continues to spread false claims alleging the use of schools, hospitals, and shelters for military purposes, none of which have been substantiated. These baseless justifications are used to legitimize war crimes and mass killings in blatant violation of international humanitarian law, human rights conventions, rulings of the International Court of Justice, and relevant UN resolutions.

ICSPR reiterates that the displaced in Gaza were forced from their homes by relentless Israeli bombardment and are now crammed into areas presumed to be safe. The deliberate targeting of these people constitutes a full-fledged war crime and exposes the falsity of Israeli claims. This necessitates an urgent, independent international investigation and full accountability for those responsible.

Accordingly, ICSPR states and demands the following:

  1. ICSPR calls on the international community, the High Contracting Parties to the Geneva Conventions, and the United Nations and its specialized agencies to take serious action to end the genocide and Israeli aggression, ensure humanitarian aid access, and provide international protection for civilians.

  2. ICSPR urges the Prosecutor of the International Criminal Court to swiftly issue arrest warrants against Israeli leaders responsible for these crimes and to promptly exercise the Court’s jurisdiction without delay or political obstruction.

  3. ICSPR calls on the United Nations and the Human Rights Council to establish an urgent international commission of inquiry with broad authority to investigate the massacres targeting displaced persons and ensure the prosecution of perpetrators.

  4. ICSPR demands the international community move beyond inaction and failure and work to impose sanctions on the State of Israel to compel it to respect UN resolutions, international humanitarian law, and the decisions of the International Court of Justice.

  5. ICSPR urges the High Contracting Parties to the Geneva Conventions, UN bodies, and all people of conscience to act urgently by forming an international coalition to guarantee humanitarian intervention in light of the UN Security Council’s failure, and to force Israel to stop targeting civilians and displacement centers in Gaza, ensuring international protection for Palestinians and ending the brutal Israeli aggression against the Gaza Strip.
