The International Commission “ICSPR”: The Israeli Occupation’s Targeting of Al-Awdeh European Hospital in Gaza and Continued Massacres Against Civilians Reflect a Persistent Campaign of Genocide and a Gross Violation of International Humanitarian Law
The International Commission to Support Palestinian Rights (ICSPR), based on field data and researchers’ monitoring, reports that Israeli occupation aircraft this afternoon bombed the prayer room and the Al-Tawbah clinic in the densely populated Jabalia refugee camp, forcibly displaced, resulting in a massacre of civilians inside the clinic and prayer room. So far, 15 civilians have been martyred, including 11 children and a woman, raising the total number of martyrs since early Thursday to 94 in a preliminary count.
This incident follows the continued Israeli occupation forces’ bombardment since dawn on Wednesday of homes, residential neighborhoods, and Jabalia camp, causing the martyrdom of more than 80 civilians, in addition to dozens injured or missing. The bombing was accompanied by forced displacement orders for the residents of Jabalia camp, the Tal Al-Zaatar area, and neighborhoods in Jabalia city.
In the same context, during Tuesday and Wednesday, May 13 and 14, 2025, Israeli warplanes launched a brutal attack on Al-Awdeh European Hospital and its surroundings, using dozens of heavy rockets. The attack struck the emergency department entrance, the maintenance and anthropology department yard, the Ihsan Al-Agha shelter, Jenin displaced persons shelters, and the Al-Amour family home, resulting in the martyrdom of no fewer than 28 citizens and causing numerous injuries of varying severity, with dozens missing under the rubble. Occupation forces prevented medical teams and civil defense from recovering the bodies of two martyrs and searching for the missing.
It is noteworthy that the occupation’s aircraft targeted the surgical ward in Nasser Hospital hours before the attack on Al-Awdeh European Hospital, resulting in the death of journalist Hassan Aslih, several injuries, and massive destruction at the site.
In a dangerous development, on Wednesday evening, occupation forces issued evacuation orders for several blocks in Al-Rimal in southern-west Gaza City, including Al-Shifa Medical Hospital.
This new crime reflects the occupation’s persistent and deliberate violation of international laws and the commission of unprecedented crimes in the history of conflicts by bombing shelters, hospitals crowded with patients and displaced persons, committing massacres, and putting what remains of Gaza’s hospitals out of service.
Since October 7, 2023, occupation forces have been committing massacres against civilians, raising the death toll of the Israeli military aggression on Gaza Strip to 53,000 martyrs, in addition to 120,000 injured with varying degrees of severity, mostly children and women, and about 14,000 missing under the rubble.
The International Commission “ICSPR”: While condemning once again the crimes of targeting hospitals and shelters and the insistence on forcing civilians into compulsory displacement amid the humanitarian catastrophe experienced by Gaza residents due to the ongoing siege and the prevention of humanitarian aid entry for 75 consecutive days, confirms that these collective punishments and successive crimes against health facilities, medical teams, journalists, and civilians in general clearly reveal the occupation’s deliberate implementation of a policy of genocide, ethnic cleansing, deepening the humanitarian catastrophe in Gaza, decimating the population, and destroying what remains of the means of survival and life.
This constitutes fully-fledged war crimes and is part of a broader genocide aimed at making Gaza a devastated area unfit for life, creating a new Nakba for Palestinians, and forcibly displacing them outside the occupied Palestinian territories. It also condemns the international silence and blatant failure to stop the genocide, alongside the continued open political and military support from the United States and some Western countries to the occupation, which has created a shield for impunity and allowed the occupation to continue committing more massacres and violations without any deterrent.
Therefore, the Commission records and demands the following:

The International Commission “ICSPR” calls for urgent and effective international action that goes beyond verbal condemnation, leading to the formation of the broadest international humanitarian coalition to ensure the cessation of genocide, prosecute occupation leaders as war criminals before the International Criminal Court and international judiciary, impose deterrent sanctions on the occupation state, suspend its membership in the United Nations, and provide international protection for Palestinians.

The International Commission “ICSPR” demands that the international community, the United Nations, and the High Contracting Parties to the Geneva Conventions break their silence and take urgent and effective steps to open crossings and deliver humanitarian aid and medicines to save the lives of Gaza’s population.

The International Commission “ICSPR” calls on third countries, international organizations, and the United Nations to provide urgent medical and humanitarian support to the exhausted health sector in Gaza, reinforce its resilience in the face of the systematic Israeli targeting, and ensure full protection for medical teams and health facilities, which have become direct targets of the aggression.
