The Israeli occupation continues to deny the Palestinian people’s rights and the principles of international law, while the international community watching helplessly

Tuesday, May 15, 2018, coincides the 70th anniversary of the Palestinian Nakba, the day when the Palestinian people were forcibly displaced in 1948 by the Israeli gangs. This occasion coincides with the continued Israeli occupation refusal to comply with international legal and moral policies that protect the refugees, and considers itself as a state above international law, especially in the absence of the international community’s desire to exert sufficient pressure to ensure the return of refugees, compensation for the suffering they have been through, and hold the occupation state responsibile for its crimes against the Palestinian refugees.

The Israeli occupation denial of all legitimate rights of the Palestinian people, especially the right of the Palestinian refugees to return, as set out in the United Nations General Assembly Resolution 194 of 11 December 1948, and its denial of the Palestinian people’s right to determine their own political and economic destiny.
This wouldn’t have been possible without the continuation of the international community and its various organizations in the conspiracy of silence towards the Palestinian people’s rights, which forced the Palestinian refugees this year to organize the Great Return March that was launched on 30 March until today in Gaza Strip, in which tens of thousands of Palestinians are participating.
The Israeli occupation forces have responded to the peaceful march with excessive violence and lethal forces. The intentional killings show the persistence of the Israeli hegemony and the oppression of the Palestinian people to subjugate it. These marches, in which Israel confronts its participants with excessive, lethal and unjustified force, emphasize the need to hold Israel accountable and to ensure the international protection of the Palestinian people under the rules of international law.

The commemoration of Al-Nakba coincides with new serious challenges that deliberately ignore the principles of international law, especially international refugee law. This coincided with the actual implementation of Trump’s announcement in December 2017, to recognize Jerusalem as the capital of Israel, thereby recognizing the Israeli government’s illegal annexation of the city.

The 70th commemoration of Al-Nakba coincides with the intensification of the Israel-US campaign to end the work of the United Nations Relief and Works Agency (UNRWA), causing a severe financial crisis that has significantly affected the agency’s ability to provide basic services to the Palestinian refugees, in an Israeli and American effort aimed at eliminating the basic rights of Palestinians in general and the rights of refugees and displaced Palestinians in particular.
This strategy aims at eliminating UNRWA as the main witness to the failure of the international community to find a solution to the largest and longest-running issue of forced asylum and displacement in the world.

This commemoration coincides with the continued internal Palestinian division and the inability of the Palestinian parties to reunite the Palestinian home to be able to face the current challenges, especially in light of the noticeable weakness of the Palestine Liberation Organization and the Palestinian diplomacy to respond to the needs of the Palestinian refugees in the Arab countries, especially Syria.

The International Commission to Support Palestinians’ Rights (ICSPR) is reminding the international community of the tragedy and suffering experienced by the Palestinian people since 1948, living in a state of refuge, dispersion and perpetual violation of human rights, and affirming on the Palestinian people’s right to return to their homes and to restore their original property as a sacred historical right based on the principles of absolute truth and justice before the principles of international law, and thus, it:
1- Believes that the right of return and compensation is an inalienable right, which is fundamentally incompatible with all the dubious calls for resettlement, displacement, integration or compensation as an alternative to the right of return.
2- Stresses on the importance of providing international protection to Palestine refugees by working to obtain a UN resolution to grant the UN Refugee Agency the competence to protect refugees in addition to its traditional tasks or to extend the protection of the International Refugee Commission to ensure that Palestinian refugees benefit from international protection provided by the International Convention for the Protection of Refugees.
3- Urges the international community to intervene immediately and not to sacrifice the principles of international law, and that’s by treating the Palestinian people’s cause as a human rights cause based on international legitimacy, so the international community should not continue the conspiracy of silence.
4- Warns of the dangers of returning to the Palestinian-Israeli negotiations or of accepting any deal that will bring us back to the situation in which the Palestinian negotiator was involved during the bilateral or collective negotiations related to the refugee cause through the importance of dealing with the refugee cause as a whole, and to ensure that all Palestinian refugees have the right to return to their homes from which they were forcibly displaced.
5- Calls upon the international community to work hard to implement the UN resolutions on the Palestinian cause, where achieving a just, comprehensive and lasting peace requires the preservation of the Palestinian rights.
6- Warns again the Israeli occupation against the policy of deliberate targeting and killing of peaceful demonstrators, and wars the international community against the continued silence on the Israeli crimes committed against the demonstrators and hold it accountable, considering this silence a green light for the occupation forces to continue to shed the blood of the defenseless demonstrators.
7- Demands the Palestinian movements to restore national unity and rebuild the Palestine Liberation Organization, with the ability to respond to all the challenges facing the Palestinian cause, especially the refugees.

9- Calls upon the Palestinian leadership and diplomacy to activate their role by referring files of grave violations and Israeli war crimes under Article 14 of the Rome Charter, which will ensure ending impunity for the Israeli criminals and invite the Human Rights Council to an extraordinary session to discuss and condemn these grave violations against the peaceful demonstrators and lead to the establishment of a fact-finding committee to investigate the facts of the grave violations by the occupation forces against the demonstrators, and to take all measures to ensure the steadfastness of the citizens.

8- Urges the Palestinian Ministry of Foreign Affairs to give a special importance to ensure the activation of the Palestinian embassies role around the world, in a way that brings them justice.
9- Calls upon the Palestinian leadership and diplomacy to activate their role by referring files of grave violations and Israeli war crimes under Article 14 of the Rome Charter, which will ensure ending impunity for the Israeli criminals and invite the Human Rights Council to an extraordinary session to discuss and condemn these grave violations against the peaceful demonstrators and lead to the establishment of a fact-finding committee to investigate the facts of the grave violations by the occupation forces against the demonstrators, and to take all measures to ensure the steadfastness of the citizens.
