Urgent Call to Protect Civil Peace and Stop Chaos, Lawlessness, and Internal Fighting

The International Commission to Support Palestinians’ Rights (ICSPR) expresses its deep concern and strong condemnation of the unfortunate security incidents that occurred in Gaza City over the past hours, which resulted in casualties among security personnel and civilians, including journalist Saleh Al-Jaafrawi. These events are deeply distressing and raise serious concerns about the potential slide of the situation into security chaos that threatens civil peace and the social fabric of the Gaza Strip, which has already been exhausted by war, siege, and genocide.

ICSPR absolutely condemns the use of weapons to settle internal disputes under any pretext and warns of the dangers posed by the spread of armed groups and rogue militias that have become active during the war outside the law, whether under direct or indirect cover from the occupation authorities. The Commission emphasizes that confronting these phenomena must be carried out solely through the enforcement of the rule of law and ensuring fair accountability for anyone proven responsible, away from any logic of revenge or retaliatory violence, in a manner that guarantees the protection of civilians, humanitarian workers, and journalists, and ensures the continuation of reconstruction efforts.

ICSPR also affirms that the enforcement of public order must be based on the principles of transitional justice, the rule of law, and human rights—not on practices or extrajudicial actions of a clan-based or factional nature that could ignite catastrophic internal conflict, threatening the unity and future of society.

The Commission calls on all governmental authorities, national and Islamic factions, community leaders, and civil society institutions to take urgent and responsible action to contain the events through national dialogue, prevent any party from taking the law into its own hands or carrying out acts of revenge, and ensure the protection of the lives of civilians, displaced persons, and journalists.

The Commission stresses that maintaining civil peace and internal stability in Gaza is a national, ethical, and societal duty, representing the fundamental gateway to preserving the dignity of the Palestinian people, strengthening societal resilience, and advancing the path of national recovery and reconstruction.
