The Occupation Continues the Genocide in Gaza and Escalates Ethnic Cleansing in the West Bank and Jerusalem Amid Horrific Violations of the Ceasefire
The International Commission to Support Palestinian Rights – ICSPR: expresses its deep concern over the escalating Israeli violations of the ceasefire agreement, as Saturday, 22 November 2025, witnessed a series of intense airstrikes targeting civilian homes and vehicles across the Gaza Strip. Israeli aircraft targeted a civilian vehicle in Al-Rimal neighborhood at 2:30 p.m., killing five civilians, including a child. This was followed by the bombing of the Abed family home in Al-Hakar, Deir Al-Balah, at 3:10 p.m., killing three and injuring seven. Another strike on the Abu Amunah family home in Al-Nuseirat at 4:00 p.m. resulted in five deaths and twelve injuries, followed by the bombing of the Al-Khodari building in northern Gaza, which killed four and injured nine. The deadliest attack occurred at 5:10 p.m., when the home of the Abu Shawish family in Al-Nuseirat was struck, killing seven and injuring twenty-one. This brings the total for the day to 22 martyrs and 83 injuries, raising the death toll since the start of the truce to 342 martyrs, including 125 children and 60 women, in addition to hundreds of injuries and the destruction of dozens of homes.
These escalating Israeli crimes come as part of the ongoing genocide that has continued since 7 October 2023, bringing the total death toll to 69,755 martyrs and the number of injured to 170,863. Thousands remain under the rubble as the occupation continues to prevent the entry of heavy machinery necessary for search and recovery operations, in blatant violation of Article (16) of the Fourth Geneva Convention, which mandates the respect for and dignified handling of the remains of victims.
ICSPR affirms that the repeated targeting of densely populated residential homes, and the bombing of the same buildings multiple times, reflects a deliberate policy to establish a renewed bank of civilian targets aimed at spreading terror and forcing the population into mass displacement. Hundreds of thousands of displaced people are living in uninhabitable conditions, as the occupation prevents the entry of tents and shelter materials, forcing families to purchase alternative makeshift tents at exorbitant prices amid extreme poverty. Displacement areas lack even the most basic necessities of life. Meanwhile, the continued closure of crossings—particularly Rafah—has deprived more than 15,000 patients from traveling, including 13,000 cancer patients (4,200 women and 750 girls), in addition to 200 new cancer cases monthly and 5,000 urgent medical evacuation cases. This coincides with severe shortages in medicines and the collapse of the healthcare system, alongside a blockade preventing the entry of aid, fuel, and essential equipment needed to operate water and sewage facilities, creating catastrophic living conditions.
ICSPR also documents a sharp escalation in Israeli crimes in the West Bank and Jerusalem, where occupation authorities and settlers are carrying out wide-scale ethnic cleansing operations involving the forced displacement of 60,000 Palestinians from rural areas and camps, the demolition of hundreds of homes, and the confiscation of more than 1,800 dunums of land. Settlers continue their daily terror attacks, including killings, arson, livestock theft, village blockades, and violent assaults on farmers. Since 7 October 2023, the number of martyrs in the West Bank has risen to 1,245, with nearly 10,000 injuries and around 14,000 cases of arbitrary arrest.
ICSPR asserts that these policies and crimes constitute a systematic attempt to impose forced demographic engineering on the Palestinian land through genocide, displacement, and settlement expansion, in grave violation of the Palestinian people’s right to self-determination. The targeting of civilians and homes, blocking medical relief, preventing recovery operations, and forcibly displacing the population all constitute war crimes and crimes against humanity under the Fourth Geneva Convention (Articles 147 and 148) and the Rome Statute, and amount to genocide under the Convention on the Prevention of Genocide. Settlement expansion and settler attacks also represent flagrant violations of Article (49) of the Fourth Geneva Convention and related UN resolutions.
Based on the above, ICSPR calls on the international community and the United Nations to:

Ensure an immediate and comprehensive cessation of aggression, obligate the occupation to respect the ceasefire, and halt the genocide.

Deploy an international protection mission to safeguard civilians and prevent further massacres.

Open all crossings immediately, allow patients to travel, and enable the entry of aid, heavy machinery, shelter tents, and mobile homes.

Stop settlement crimes and hold settlers accountable for the attacks carried out with official support.

Refer the crimes to the International Criminal Court, accelerate investigations, and issue additional arrest warrants against Israeli military and political leaders, while activating universal jurisdiction to prosecute all perpetrators.

Call on the free people of the world to continue their popular mobilization to pressure governments and international institutions to fulfill their legal, humanitarian, and moral obligations, and to impose sanctions and pursue boycotts against the occupying state in support of the victims of genocide in Palestine.
