ICSPR Reveals the Transformation of Gaza Into an “Uninhabitable Zone” and Documents 260,000 Palestinians Killed, Injured, or Missing, and the Destruction of the Essentials of Life
The International Commission to Support Palestinians’ Rights (ICSPR) today issued its comprehensive human rights and analytical report marking two years since the genocidal war waged by the Israeli occupation against the Gaza Strip since 7 October 2023. The Commission described the assault as “the largest ongoing crime of the 21st century and a clear cornerstone of documented genocide,” affirming that the occupation’s strategy aims to transform the Strip into an “uninhabitable zone” through systematic destruction and forced deprivation.
The report provides an integrated reading of the humanitarian, social, and economic situation in Gaza after 735 days of the assault, based on accurate field data, official statistics, and firsthand testimonies, along with legal and political analysis highlighting the scale of the humanitarian catastrophe, the policies of genocide against civilians and vital facilities, and the role of third states in supporting the continuation of the genocide and enabling the occupation.
The key findings of the report reveal the toll of victims, destruction, and losses inflicted upon the residents of the Strip, some of which are highlighted as follows:
1. Human Losses and Demographic Eradication

The total number of victims—killed, injured, and missing—has reached approximately 260,000 Palestinians.

More than 70,000 Palestinians have been killed, including 20,000 children and 12,500 women, confirming that 85% of the victims are protected groups, in a clear pattern of systematic genocide.

Around 170,000 injured, including thousands of cases of amputation, paralysis, and loss of sight.

Nearly 15,000 people missing under the rubble and others subjected to enforced disappearance.

More than 6,700 detainees subjected to torture and cruel treatment.

Forced displacement of nearly 2 million Palestinians (85% of the population), with 500,000 housing units fully or partially destroyed.

More than 200,000 tons of explosives dropped—many times the weight of the nuclear bomb dropped on Hiroshima.
2. Destruction of Infrastructure and Vital Systems

Destruction of 38 hospitals, 670 schools, and 165 educational institutions, leading to 95% of educational facilities going out of service and depriving 785,000 students of education.

Destruction of 835 mosques, 3 churches, and 40 cemeteries, with the discovery of 7 mass graves inside hospitals.

94% of hospitals and health facilities have become non-operational, with kidney dialysis units, ventilators, and operating rooms shutting down.
3. Famine and the Humanitarian Catastrophe

More than 90% of the population suffers from food insecurity, while approximately 500,000 people are in a state of famine.

The report notes that per-capita access to water has dropped to less than 3 liters per day, alongside an almost total halt to agricultural production and fishing.

10,000 patients have died, including 12,500 cancer patients at risk of imminent death due to the denial of treatment.

Targeting 128 aid convoys resulted in the killing of 760 humanitarian workers and volunteers, and the disabling of distribution centers and relief kitchens.
4. Economic and Social Collapse

Destruction of 90% of economic and commercial infrastructure, with losses estimated at 49 billion USD.

Unemployment has risen to more than 85%, alongside worsening extreme poverty and family disintegration.

Severe deterioration in the mental health of children, women, and orphans, with 85% of children suffering from serious psychological disorders.
Legal and Political Analysis: The Intent to Commit Genocide Is Clear
The report affirms that these practices do not constitute collateral consequences of war but represent an integrated pattern of “genocide and deliberate destruction of the foundations of Palestinian civil society.” These violations amount to war crimes, crimes against humanity, and genocide under the 1948 Convention.
ICSPR stressed that the intent to commit genocide is evident through systematic actions and explicit statements by Israeli authorities. It warned that the ongoing impunity reflects the weakness of the international system and its double standards. The report also held third states responsible for complicity through diplomatic, military, and economic support, which contributed to sustaining the genocide and enabling the occupation.
Urgent Recommendations: Justice Is the Beginning of Recovery
First: Humanitarian and Human Rights Level

Establish an unconditional and comprehensive cessation of the genocide, lift the blockade, and allow the entry of humanitarian and relief aid and heavy equipment.

Provide international protection for civilians; protect medical, relief, and media personnel; and evacuate the wounded and sick for treatment outside Gaza.
Second: Legal and Political Level
-
Immediately refer the leaders of the occupation to the International Criminal Court; activate universal jurisdiction to prosecute those involved; and expedite the genocide case before the International Court of Justice to ensure accountability.

Halt all arms deals with the occupation and hold funding states accountable.

Strengthen international sanctions and popular boycotts (BDS).
-
Activate a global solidarity movement to support the rights of the Palestinian people.
Third: Recovery and Reconstruction

Hold a reconstruction conference under the auspices of Egypt and the United Nations, ensure international funding, define effective reconstruction mechanisms, and expedite the entry of temporary housing.

Rebuild the health, education, and economic sectors in accordance with a sustainable national vision.

Agree on managing the transitional phase, including a support and governance committee until national unity is restored, and develop a unified national strategy to rebuild the Palestinian political system on democratic foundations.
ICSPR stressed that the return to normal life in Gaza is directly linked to ending the Israeli assault, establishing a ceasefire, ensuring the flow of humanitarian and relief aid, convening a reconstruction and recovery conference, strengthening justice, accountability, and international solidarity, and supporting the establishment of an independent Palestinian state with Jerusalem as its capital.
