International Commission (ICSPR) Gaza Strip Caught Between the Specter of Genocide, Systematic Starvation, and International Complicity and Failure to Confront Israeli Crimes
The International Commission to Support Palestinian Rights (ICSPR) is following with deep concern and sorrow the unprecedented escalation of systematic and brutal violations committed by Israeli occupation forces against unarmed civilians in the Gaza Strip. The Commission strongly condemns the horrific massacres perpetrated against more than two million Palestinians, who are being slaughtered and killed before the eyes of the world, in blatant and continuous violation of the rules of international humanitarian law and international human rights law.
What has been happening in the Gaza Strip for over 20 months—especially since the resumption of the genocide campaign on March 18, 2025—constitutes a fully-fledged crime under the Rome Statute of 1998 and the four Geneva Conventions. These crimes expose blatant international complicity, spearheaded by the unconditional military and political support of the United States, which continues to obstruct ceasefire efforts through the use of its veto power in the UN Security Council, most recently on June 4.
According to data from the Ministry of Health in Gaza, the death toll since October 7, 2023, has reached 54,981 martyrs, in addition to 126,920 wounded—most of them women and children. Since the resumption of the war on March 18, an additional 4,701 Palestinians have been killed and 14,879 wounded. In the past 24 hours alone, 54 people have been killed and 388 injured.
This is unfolding amid catastrophic conditions, detailed as follows:

Systematic Starvation and Dehydration as Weapons of War
Israeli authorities persist in using starvation and dehydration as deliberate tactics of war, blocking the entry of over 55,000 humanitarian aid trucks and disrupting the work of international organizations such as the UN and WHO. Israeli forces also facilitate the looting of aid by targeting police escorts, resulting in the killing of 754 field police officers. This has caused a 100% famine rate, putting millions—especially children and the elderly—at imminent risk of death from hunger and thirst in an unprecedented humanitarian disaster. -
Massacres Around Aid Distribution Centers
Israeli forces continue committing bloody massacres near the “Netzarim Corridor” in southern Gaza. Today, 7 civilians were killed and over 100 injured. Yesterday, June 10, 17 were killed and 224 injured while attempting to collect food aid. Similar massacres on June 8 and 9 claimed over 34 lives and injured more than 240. Since the opening of aid centers on May 27, over 150 civilians have been killed and nearly 1,000 injured, with 9 still missing—direct targeting of aid centers. -
Forced Displacement Policies
Israel continues to implement forced displacement plans through evacuation orders in northern and southern Gaza, including Khan Yunis, Shuja’iyya, and Jabalia. Civilians are forced to flee amid bombardment, hunger, and destruction toward three “humanitarian bubbles” lacking the most basic necessities. Israel is now estimated to control about 80% of the Gaza Strip—flagrant violations of international humanitarian law. -
Scorched Earth Policy and Infrastructure Destruction
The occupation persists with its scorched-earth policy, destroying essential infrastructure: water, electricity, communications, and health facilities. The denial of fuel and equipment has crippled water and sewage services, leading to an overall destruction rate of 88%. -
Targeting Medical, Humanitarian, and Press Crews
The occupation continues targeting medical, civil defense, and press teams. Three medics were killed while performing their duties, raising the toll to 1,460 medical personnel and 118 civil defense workers killed. Additionally, 144 ambulances have been destroyed, and 38 hospitals rendered inoperative. The Commission also condemns the killing of 227 journalists since the war began, most recently journalist Moamen Mohamed Abu Alouf. -
Escalation in the West Bank and Jerusalem
Crimes continue in the West Bank and Jerusalem. Most recently, Israeli forces stormed Nablus, killing 2 civilians and injuring dozens. Following sanctions imposed on ministers Ben Gvir and Smotrich, Israel announced new policies threatening the Palestinian banking sector. Israeli Finance Minister Smotrich declared an end to financial arrangements with Palestinian banks and banned Israeli banks from interacting with them. This threatens a complete collapse of the Palestinian financial system, depriving thousands of employees and workers of salaries, deepening the economic and humanitarian crisis in the West Bank and Gaza. These collective punishment measures violate international law and risk triggering a broader social and economic explosion.
The International Commission (ICSPR) asserts that the international community’s silence and failure to hold the occupation accountable constitutes blatant complicity, undermines international justice, and grants Israel impunity to continue its crimes. The Commission calls for serious international action to stop the genocide, end the catastrophic famine, and abolish the failed U.S.-Israeli aid distribution mechanism, ensuring free and safe work for the UN and other international humanitarian organizations.
The Commission demands the following:

The UN Security Council and General Assembly (through the “Uniting for Peace” mechanism) must adopt a binding resolution for an immediate, unconditional ceasefire in Gaza, and form an international humanitarian coalition to protect civilians and civilian infrastructure.

Expedite investigations into Israeli genocide crimes and prosecute perpetrators at the International Criminal Court using the principle of universal jurisdiction.

Immediately lift the blockade on Gaza and allow the entry of humanitarian aid and medical supplies, ensuring safe and sufficient distribution via UN mechanisms.

Impose boycotts and sanctions on Israel and provide international protection for Palestinian civilians, including in refugee areas and aid distribution centers, in accordance with the Geneva Conventions.

Pressure the Israeli government to immediately reverse its punitive financial decisions against Palestinian banks, which constitute new collective punishment measures.

Call on the free peoples of the world, human rights institutions, and global civil society to urgently act to stop the genocide and other Israeli crimes in the occupied Palestinian territories.
