“ICSPR”: The Occupation Continues Targeting Starving Civilians and Aid Workers, and the World Must Immediately End the Genocide and Starvation

The International Commission to Support Palestinian Rights (ICSPR) expresses its deep concern and condemnation over the worsening humanitarian conditions in the Gaza Strip, amidst the ongoing genocide and systematic starvation of over 2.4 million Palestinians, including 1.1 million children, with U.S. support and a glaring international failure, bordering on complicity.

Despite the announcement of a “partial ceasefire” coinciding with the limited entry of aid—160 trucks over the past two days—the occupation forces have committed new massacres, resulting in 100 martyrs and 382 injured in the last 24 hours. Among the martyrs, 25 were civilians and more than 237 were injured civilians who were attempting to obtain food aid at American-Israeli aid distribution points. As a result, the number of martyrs linked to “the struggle for food” has risen to 1,157, with these points becoming centers of death, humiliation, and arrest. The Commission also recorded the arrest and torture of dozens of starving citizens, including children and women, who reported horrific abuse, including stripping, beating, psychological and physical terror, degradation of dignity, and deprivation of rights.

The total number of martyrs since the start of the aggression on October 7, 2023, has reached 59,921 martyrs and 145,233 injured, including 8,755 martyrs and 33,192 injured since the occupation’s breach of the ceasefire agreement in March 2025.

Despite media reports about aid entering, only 160 trucks have entered the northern and southern parts of Gaza in the past two days, a very small amount that does not even cover the basic daily needs of the population, which requires 500-700 trucks daily to address the catastrophic effects of the severe blockade that has lasted for 147 days. ICSPR appreciates all Arab and international efforts to ensure the entry of aid and stop the famine. However, Israeli crimes and their support for criminal gangs and chaos have led to the theft of most aid due to forcing the trucks to follow specific routes without coordinating with UN agencies, without allowing for protection arrangements, and continuing to target humanitarian workers, which has led to the martyrdom of 10 aid workers this evening. Additionally, most of the recent airdrops have fallen in areas under occupation, and only a small amount has reached forcibly displaced areas, without having any real humanitarian impact amid the catastrophic famine.

The Commission has documented the deliberate introduction of only one type of aid, blatantly ignoring the other essential needs of the population, including food, medicine, and fuel. This poses an imminent threat to the collapse of the health system, particularly in Al-Aqsa Martyrs Hospital, which is running out of fuel, along with the blocking of medical aid.

ICSPR warns of the devastating consequences of famine on the people of Gaza, which has led to the martyrdom of 147 individuals due to starvation, including 88 children, in addition to 650 sick people, women, and the elderly. At the same time, 50,000 mothers are unable to breastfeed their children due to malnutrition, and 70,000 children are suffering from acute malnutrition. Furthermore, 60,000 pregnant women face the risk of hunger, with 11,000 in critical condition. Reports indicate that the daily share of drinkable water has dropped by 100%, while 99% of the population suffers from severe food insecurity, and more than a third of the population has gone without food for consecutive days.

In light of this, ICSPR warns of the rapid collapse of the humanitarian situation and emphasizes that the continued international silence and failure to address these crimes is implicit complicity and an unforgivable moral and humanitarian failure. Based on this, ICSPR registers and demands the following:

  • ICSPR calls for an immediate and comprehensive ceasefire in Gaza, as a fundamental step to protect civilians and end the famine and the worsening humanitarian disaster. It also demands the unrestricted and permanent opening of all land crossings and the unrestricted entry of food, medicine, fuel, water, and medical aid, under the supervision of the United Nations and its specialized agencies.

  • ICSPR demands the cessation of the current Israeli-American aid mechanism, which has turned into tools of humiliation and field executions, and calls for the international community to immediately cancel it.

  • ICSPR calls for referring the crimes committed in Gaza to the International Criminal Court, activating mechanisms for accountability, including the principle of universal jurisdiction, and urges the swift convening of the Conference of the High Contracting Parties to the Geneva Conventions to address all crimes of genocide, starvation, and willful killing, ensuring the necessary measures to provide international protection for civilians and guarantee accountability for Israeli occupation leaders and soldiers before international courts. The Commission also calls for the imposition of stringent international sanctions on the occupation government, including a weapons ban, the suspension of agreements, and severing relations with the occupation state and all countries supporting the aggression.

  • ICSPR urges the international community and the United Nations to take urgent action under Chapter VII of the United Nations Charter through the General Assembly in accordance with the “Uniting for Peace” resolution to send a force to protect Palestinian civilians and ensure international protection for civilians, open crossings, establish protected humanitarian zones, provide humanitarian support, and enforce binding measures to end the famine and genocide.
