ICSPR: The Militarization of Humanitarian Aid in Gaza Entrenches Genocide – What Is Being Implemented Is a U.S.–Israeli Plan to Impose Sovereignty Over Hunger
“What the Gaza Strip is witnessing today—crimes met only with verbal condemnation—is a disgrace to humanity and a blatant violation of the Geneva Conventions and their Protocols.” With these words, the International Commission to Support Palestinian People’s Rights (ICSPR) opened its legal policy paper entitled: “Militarization of Humanitarian Aid: Between Gang Rule and Starvation”, authored by researcher Lubna Deeb, shedding light on the layered crime currently being committed against civilians in the Gaza Strip under the guise of “aid distribution.”
The paper describes the so-called “U.S.–Israeli humanitarian aid plan” as a “deliberate scheme to entrench gang control, militarize aid channels, deny civilians their right to sustenance, and degrade human dignity.” The paper confirms that, since May 27, 2025, this plan has been executed across three central points—Mirage, Barracks in Tel al-Sultan, and Netzarim—under the direct supervision of former Israeli intelligence officers and ground implementation by companies previously listed in human rights reports as implicated in crimes against civilians.
Staggering Numbers:

Over 400 civilians killed and 3,200 injured while attempting to receive aid.

7 documented cases of forced disappearance in the vicinity of the distribution sites.

Citizens walk an average of 7 kilometers to reach a “food box”.

At least 300 fainting incidents reported due to exhaustion and poor conditions.

The food content per package provides no more than 1,750 kcal per person per week.

Aid covers only 5% of total population needs.

Over 94% of the aid is monopolized and sold at prices 205% higher than its free value.

No medical, logistical, or shelter aid is provided.

Beneficiaries are forced to submit personal data and undergo intrusive searches inside iron passageways known as “Halabat”.
From the Heart of the Humanitarian Massacre:
According to a verified testimony from a civilian, Abu Yazan:
“We walked for hours to reach the distribution point. Suddenly, gunfire erupted, chaos and screaming everywhere. After struggling, I managed to get a box of food, but on my way back, a group of men assaulted me, stole it, and beat me. I survived… but returned home with nothing.”
Another civilian, Mohammad, added:
“They told us everyone would get a box. We queued under the sun for hours. As the trucks arrived, armed thugs opened fire on the front of the line to clear the way for themselves. People were killed and wounded, and we barely escaped death.”
The paper asserts that this plan is a “systematic elimination of UN roles, particularly UNRWA, in favor of a local U.S.-backed organization being used as a replacement tool.” It adds that the current approach seeks to “impose full Israeli sovereignty camouflaged in humanitarian disguise, effectively neutralizing any genuine negotiation paths.”

A Staged Collapse of Humanitarian Space:
“The scenes of chaos and mass crowding at these distribution sites reflect the human degradation and poverty inflicted by the genocide on the starving civilians of Gaza,” the paper states.
It further adds:

Over 12 armed gangs now operate across Gaza, with Yasser Abu Shabab’s gang being the most notorious and overtly supported by the occupation.

Multiple aid organizations have withdrawn from these sites due to safety concerns and lack of operational integrity.
ICSPR Calls For:

Immediate rejection and cessation of the U.S.–Israeli aid plan in Gaza.

Restoring UNRWA’s central role in humanitarian response and enabling it to assume full responsibility for aid delivery.

Opening all crossings unconditionally and halting the militarization of aid.

Prosecuting all those involved in this plan before the International Criminal Court.

Applying political and diplomatic pressure to expel Israeli ambassadors and suspend privileges in hosting countries.

Forming a non-partisan Palestinian civil coalition under the PLO to manage the transitional phase and rebuild civil order.
The ICSPR concludes its report by warning that the continued implementation of this plan “poses a serious existential threat to the civilian infrastructure in Gaza,” and that international silence in the face of the militarization of aid and the killing of civilians seeking food constitutes “clear complicity in a crime of genocide and mass starvation being carried out in full view of the world.”
