The International Commission to Support Palestinian Rights (ICSPR) has issued a new position paper titled: “Mass Detention Camps and Plans for Forcible Displacement.”
The paper, authored by Dr. Ali Al-Attar, a member of the ICSPR Board of Directors, sheds light on the systematic Israeli plans to forcibly displace Gaza’s population and convert large parts of the Gaza Strip into mass detention centers under misleading labels such as “humanitarian zones” or “de-radicalization zones,” all under U.S. sponsorship and with the participation of settler-affiliated companies.

According to the paper, over 85% of the Gaza Strip’s land is now under Israeli military control, with more than 2.1 million Palestinians crammed into less than 15% of the territory’s total area, under what is called the “humanitarian zone” plan. In reality, this constitutes mass detention centers established on the ruins of Rafah, intended to confine the population and coerce them into “voluntary displacement” to third countries in exchange for financial incentives.

The paper reveals that the city of Rafah has been entirely destroyed, leveled to the ground using settler-affiliated companies that received 5,000 shekels for each house demolished. Testimonies and videos by Israeli soldiers and these companies confirm their direct involvement in this destruction and population cleansing process.

The position paper outlines five key Israeli strategies currently being implemented to evacuate and seize control of Gaza:

  1. The “Humanitarian Bubbles” Plan – Aims to isolate Palestinians in zones under Israeli military control, restrict their movement, and impose severe restrictions on food and medical supplies.

  2. The “Generals’ Plan” – A military strategy to starve the population into submission or death, transforming northern Gaza into a “closed military zone.”

  3. The “Sharon’s Fingers” Plan – Revives a strategy from the 1970s to divide Gaza into five isolated regions, separated by settlements and military checkpoints.

  4. The “Middle East Riviera” Plan – Introduced by former U.S. President Donald Trump, this plan seeks to displace Gaza’s population and redevelop the strip into a luxurious, tourist-friendly region devoid of Palestinians.

  5. Mass Detention Camps on the Ruins of Rafah – Announced by the U.S.-funded “Gaza Humanitarian Foundation” in coordination with Israel, this plan aims to gather the displaced into confined areas prior to their expulsion abroad.

Shocking Figures:

  • More than 2.1 million Palestinians have been forcibly displaced since the start of the war.

  • Over 85% of Gaza’s land is now under Israeli control.

  • A plan is in place to transfer 600,000 Palestinians to a so-called “humanitarian zone” under tight security.

  • 95% of northern Gaza’s infrastructure has been systematically destroyed.

  • Over 400,000 residents in the north are completely deprived of water, food, and humanitarian aid.

A Clear Legal Position: What Is Happening in Gaza Is a War Crime

The paper asserts that these Israeli practices blatantly violate Article 49 of the Fourth Geneva Convention of 1949, which prohibits forcible population transfers. Moreover, these actions constitute crimes against humanity when carried out on a widespread or systematic basis, which is clearly the case in Gaza.

Although the Israeli government claims it has not officially adopted a displacement policy, the realities on the ground—targeting civilians, starvation tactics, destruction of homes and infrastructure—prove the implementation of an organized plan of ethnic cleansing under the guise of “humanitarian zones.”

ICSPR Calls for Urgent International Action

In light of these alarming developments, ICSPR recommends the following:

  1. Immediate action to stop the war and the ongoing genocide against Gaza’s population.

  2. Halt all operations by the “Gaza Humanitarian Foundation” and restore humanitarian operations under UN frameworks.

  3. Prosecute Israeli and U.S. officials responsible for war crimes.

  4. Accept and implement the Egyptian reconstruction plan as a practical alternative to forced displacement.

  5. Implement internal Palestinian reforms, including elections and national unity.

  6. Ensure the full and immediate withdrawal of Israeli forces from the entire Gaza Strip.

  7. Establish a unified international stance against forcible displacement and refer Israel to international justice mechanisms.

ICSPR emphasized that what is happening in Gaza poses not only a threat to Palestinians but also sets a dangerous precedent in international law, requiring urgent action by the global community to preserve the dignity of human rights and the rule of law.
