ICSPR: The Israeli Occupation Continues to Violate the Ceasefire and Pursue the Ongoing Genocide
The International Commission to Support Palestinian Rights (ICSPR) condemns the continued and systematic violations by the Israeli occupation of the ceasefire. On Tuesday, 18 November 2025, these violations resulted in the killing of 29 civilians and the injury of more than 77 others, most of them children and women, following airstrikes on civilian areas, including displaced persons’ tents, buildings belonging to the Ministry of Awqaf, and civilian gathering points.
ICSPR indicates that the overall death toll since the beginning of the aggression on 7 October 2023 has reached 69,513 martyrs and 170,745 injured, including 280 martyrs and 672 injured since the ceasefire agreement came into effect in 2025. This includes 571 bodies recovered from under the rubble. The Commission also documents the continued closure of crossings, obstruction of humanitarian, relief, and medical aid, as well as the entry of mobile homes and tents, alongside ongoing ground incursions, aerial and artillery bombardment, and the demolition of homes and civilian structures—systematic crimes against the population that constitute a grave breach of the ceasefire agreement and international humanitarian law, particularly the conventions on civilian protection, thereby reinforcing Israel’s persistence in pursuing a slow-paced genocide.
ICSPR notes a catastrophic spread of diseases among children and a collapse of the healthcare system. The Director General of the Ministry of Health in Gaza revealed that 82% of children under one year suffer from anemia, 156 congenital deformities have been recorded since the start of the war, and birth rates have dropped by 40% compared to pre-war levels—an alarming indicator of the “health-engineering of genocide” perpetrated by the occupation through preventing essential medicines and humanitarian supplies.
ICSPR affirms that the targeting of government and civilian buildings, civilian gathering points, and displaced persons’ tents, and the use of warplanes and drones to strike heavily populated areas, constitute fully-fledged war crimes under the Fourth Geneva Convention and the Rome Statute of the International Criminal Court, violating the principles of distinction, proportionality, and military necessity.
ICSPR welcomes the recent adoption by the Fourth Committee of the UN General Assembly of the resolution to renew the mandate of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) for an additional three years, ending in June 2029, with the support of 149 countries, opposition by 10, and abstention by 13. The Commission considers this decision an important step in ensuring the continuation of essential services for Palestinian refugees and protecting their human rights.
ICSPR holds the Israeli occupation fully responsible for these crimes and affirms that Israel has failed to respect UN Resolution 2803, using it as a cover to resume its aggression. This demonstrates an attempt to undermine the agreement and impose new realities on the ground. The Commission stresses that ongoing international silence and incapacity encourage the occupation to continue its crimes against the people of Gaza, and emphasizes that protecting civilians and supporting humanitarian response is not a political option but a binding international legal obligation. Based on this, ICSPR calls for the following:

Ensuring Israel’s compliance with the ceasefire, halting all attacks against civilians and civilian facilities, and guaranteeing the permanent opening of crossings.

Calling on State Parties to the Genocide Convention and the Geneva Conventions to fulfill their legal obligations to prevent the crimes, prosecute perpetrators, refer Israeli occupation leaders to the International Criminal Court, and impose sanctions on Israel to compel it to respect international law and end its crimes against Palestinians.

Activating the enforcement mechanisms of Resolution 2803 immediately, including providing international protection for civilians, deterring further violations, ensuring the urgent delivery of humanitarian and medical aid, mobile shelters, and tents to protect civilians from rain and cold, and accelerating humanitarian response, recovery, and reconstruction processes.

Supporting UNRWA and guaranteeing its full funding as part of the commitment to international law and refugee rights, ensuring the continuation of humanitarian, educational, and health services until a just and comprehensive solution to the Palestinian refugee issue is achieved.

Calling on free people around the world to continue popular mobilization demanding an end to the genocide, protection of Palestinians, a ban on arms transfers, sanctions on Israel, and its boycott.
