The International Commission “ICSPR” Sends a Comprehensive Briefing Memorandum to the United Nations and International Bodies on Two Years of Genocidal War in Gaza

The International Commission to Support Palestinian Rights (ICSPR) has sent an official briefing memorandum to a wide range of international and regional bodies, including: the UN Special Rapporteur on the situation of human rights in the occupied Palestinian territory, the United Nations Human Rights Council (UNHRC), the International Criminal Court (ICC), the World Food Programme (WFP), the Office for the Coordination of Humanitarian Affairs (OCHA), UN Women, the World Health Organization (WHO), the League of Arab States, the Organization of Islamic Cooperation (OIC), the European Union (EU), and the African Union (AU).

The memorandum, titled “Two Years of the Genocidal War on Gaza,” details the grave crimes committed by the Israeli occupation over the past two years, documenting patterns of genocide, war crimes, and crimes against humanity in flagrant violation of international humanitarian law and human rights conventions.

According to the memorandum, the Israeli occupation has killed more than 65,000 Palestinians, the vast majority of them civilians, injured over 160,000 others, and left around 9,700 missing under the rubble or in areas that are inaccessible.
The briefing further notes that 2.3 million Palestinians are in urgent need of humanitarian assistance, including 1.1 million children, while 1.9 million people have been forcibly displaced from their homes, and 1.46 million children have been deprived of their right to education due to the total destruction of the educational infrastructure.

Patterns of War Crimes and Documented Violations

1. Deliberate Killings and Genocide

The memorandum highlights that the Israeli occupation has intentionally and systematically targeted civilians, committing over 3,800 documented massacres since October 7, 2023, wiping out thousands of entire Palestinian families.
Women and children make up 60% of all victims, and the occupation has deliberately targeted them through policies that include denial of food and healthcare, sexual violence, arbitrary arrests, and torture.

Targeting Journalists

According to the briefing, journalism has become the most dangerous profession in the world, as 254 Palestinian journalists and media workers have been killed by direct attacks or while performing their duties. Dozens of media offices and press facilities have been destroyed, resulting in a near-total blackout of Gaza’s media landscape.

Targeting Human Rights Defenders

The memorandum states that lawyers and human rights activists in Gaza have been subjected to arbitrary arrests, enforced disappearances, and torture, while human rights organizations’ offices were destroyed, depriving victims of access to justice and legal remedies.

Targeting Education and Academics

Israeli bombardment has killed 12,800 students and teachers, destroyed hundreds of schools and universities, and turned others into shelters or field hospitals—only for many to be struck again by airstrikes.

Targeting Persons with Disabilities

The war has left thousands with permanent disabilities, while specialized centers and medical equipment have been destroyed, rendering this vulnerable group among the most severely affected both physically and psychologically.

2. Spatial Genocide and Systematic Destruction of Infrastructure

The briefing emphasizes that Israel has carried out an unprecedented spatial genocide, destroying 370,000 housing units, including 150,000 completely leveled, and demolishing 86 residential towers.
More than 80% of Gaza’s cities and refugee camps have been destroyed, along with 83% of schools, 42 hospitals, and 122 health centers, leaving 38 hospitals completely out of service.
Furthermore, 85% of government buildings, 93 police stations, 8 prosecutor offices, and 6 courts have been destroyed—leading to the collapse of Gaza’s justice system.

The attacks also targeted 27 international organization offices, more than 80 local NGOs, and over 25 UNRWA facilities.

Economically, the war has caused losses exceeding $19 billion in two years, while 70% of agricultural land, 80% of main roads, 92% of the electricity network, and 90% of the sewage system have been destroyed—rendering Gaza uninhabitable.
Additionally, 98 archaeological sites, 42 cultural centers, and 36 sports facilities have been destroyed, while 73 displacement tents were bombed, killing more than 1,100 civilians seeking shelter.

3. Forced Displacement and Starvation as a Weapon of War

The occupation has carried out mass forced displacement operations affecting more than 1.8 million Palestinians, in blatant violation of international law.
It has also used starvation as a weapon of war by imposing a total blockade and preventing the entry of food aid, leading to a confirmed famine affecting 600,000 people, and causing the deaths of 475 civilians, including 178 children, due to malnutrition.
The memorandum stressed that attacking civilians while waiting for food aid constitutes a war crime and a crime against humanity.

4. Collapse of Essential Services and the Health System

The ICSPR reported that 94% of Gaza’s hospitals have been damaged or destroyed, leaving only 19 functioning under catastrophic conditions, with severe shortages of beds, fuel, and medical supplies.
The education sector has also collapsed after the destruction of 90% of educational institutions, depriving over 750,000 students of their right to education.

5. Targeting Humanitarian and International Organizations

According to the memorandum, 181 humanitarian workers were killed in 2024 alone, while aid convoys and warehouses were bombed, UNRWA’s work restricted, and NGO offices destroyed—causing an almost total paralysis in humanitarian operations.
The ICSPR also condemned the criminalization of humanitarian work and the defamation of local and international NGOs as “terrorist entities” to justify cutting aid and targeting them militarily.

Genocide and War Crimes Under International Law

The Commission affirmed that Israel’s actions clearly fall under genocide, war crimes, and crimes against humanity, as defined by the Rome Statute and the 1948 Genocide Convention, noting that Israeli policies aim to destroy a national group based on ethnic and national identity.
It also condemned the continued supply of weapons to Israel by Western governments and major corporations such as Boeing, Lockheed Martin, and Elbit Systems, considering such actions direct complicity in the genocide.

ICSPR’s Demands

In its conclusion, the ICSPR called on the international community to take immediate and decisive action, and demanded the following:

  1. The immediate and unconditional cessation of the genocidal war on Gaza.

  2. Ensuring unhindered entry of humanitarian aid and protection for aid workers.

  3. Supporting international investigations and ensuring accountability before the ICC.

  4. Imposing sanctions on Israel and on corporations supplying it with weapons.

  5. Supporting the case before the International Court of Justice and enforcing provisional measures.

  6. Providing international protection for the Palestinian people through a UN mission.

  7. Compelling Israel to comply with international law and the Geneva Conventions.

  8. Ending the occupation and guaranteeing the Palestinian people’s right to self-determination.

The ICSPR concluded its memorandum by emphasizing that any further delay in international action means the continuation of human suffering and the risk of global instability, warning that the silence of the world in the face of this genocide constitutes complicity in the crime.
