ICSPR: Luring starving civilians into deadly ambushes under a humanitarian guise constitutes a crime against humanity and genocide, warranting international intervention to ensure deterrence and the unimpeded flow of humanitarian aid.
The International Commission to Support Palestinians’ Rights (ICSPR) is following with deep concern the continued and rising number of civilian casualties who are being killed daily at the American-Israeli aid distribution points, in a manner that is entirely inhumane.
According to information available to ICSPR, as of this morning, the death toll has risen to more than 88 martyrs, due to ongoing massacres by the Israeli occupation forces against civilians. Of these, 54 martyrs were killed by the fire of the Israeli army and an American security company while they waited for aid. Another 246 people were injured.
Reports confirm that occupation forces targeted those waiting for aid along Salah Al-Din Street in the middle of the Gaza Strip. Al-Awda Hospital received 24 martyrs and 146 wounded, including 62 critically injured, while Nasser Medical Complex received 30 martyrs and over 30 wounded from Israeli fire near an aid distribution center north of Rafah City.
This brings the total number of “bread martyrs” and starving civilians killed since the beginning of the American-Israeli aid mechanism to more than 516 martyrs and approximately 4,000 wounded. This tragedy is unfolding amid a catastrophic famine resulting from the obstruction of humanitarian aid, the collapse of healthcare services due to targeted attacks on hospitals, and severe shortages in medical supplies, medications, and fuel needed to operate hospital generators, water wells, and desalination stations — all reflecting a clear intent to deepen the humanitarian disaster and cause the highest possible civilian toll.
ICSPR, while strongly condemning the systematic and brutal Israeli crimes against starving civilians — fully backed by the United States — in a manner that violates humanitarian principles, international humanitarian law, and the measures of the International Court of Justice, affirms and demands the following:

ICSPR: Demands an immediate halt to the American-Israeli aid distribution mechanism and the transfer of responsibility for humanitarian aid distribution to UNRWA (United Nations Relief and Works Agency), along with providing the financial and political support necessary to ensure its relief operations inside the Gaza Strip.

ICSPR: Calls for urgent and immediate international action to achieve a ceasefire, end the genocide, and compel the occupying power to allow unrestricted entry of humanitarian aid and medical supplies to all areas of the Gaza Strip without any conditions or restrictions.

ICSPR: Urges the UN Security Council and the UN General Assembly to issue an immediate resolution to stop the implementation of the American plan in Gaza and to refer all responsible and involved parties to investigation before the International Criminal Court for prosecution over war crimes and crimes against humanity, considering this plan as a tool to militarize humanitarian aid.
