ICSPR Issues a Position Paper Titled: “Mechanisms to Confront the Zionist-American Schemes in Palestine”

The International Commission to Support Palestinians’ Rights (ICSPR) has issued a new position paper authored by Board Member Dr. Ali Tamim Al-Attar, titled: “Mechanisms to Confront the Zionist-American Schemes in Palestine.” The paper addresses the historical and contemporary context of Israeli colonial plans, backed by the United States, which aim to liquidate the Palestinian cause and impose total control over land and people in occupied Palestine, particularly the Gaza Strip and the West Bank, including Jerusalem.

The introduction of the paper indicates that the Zionist project has systematically sought, since 1948, to establish full dominance over Palestinian territories through policies of settlement expansion, siege, forced displacement, and racial discrimination against Palestinians. These people are treated as second-class citizens in the territories occupied in 1948, deprived of full rights, in an ongoing attempt to uproot them from their homeland.

The paper stresses that the United States of America is the main and most influential supporter of these aggressive policies—whether through unlimited military and political funding or political protection in international forums, especially by using veto power to block any UN resolutions condemning Israel. This has made the security and stability of the so-called “Israeli entity” a strategic pillar in American doctrine, where any attack on Israel is treated as an attack on “one of the American states,” as the paper notes.

The paper highlights that the ongoing Israeli aggression on the Gaza Strip since October 7, 2023, represents the culmination of the Zionist-American plan to establish full military and security control over the Strip. During this aggression, Israeli forces have seized thousands of dunums of land with direct political and military support from the U.S. administration. The paper reveals that these plans extend beyond military operations, with ambitions to turn Gaza into a “tourist city” for investment after forcibly displacing its native population—an idea explicitly proposed by former U.S. President Donald Trump.

In its first section, the paper details the main features of the Zionist-American plan to dominate Palestinian territories. It asserts that this scheme covers all parts of Palestine. In Jerusalem, for example, the occupation commits daily crimes to pressure Jerusalemites into leaving or selling their properties, while Israeli settlers and government members storm the Al-Aqsa Mosque daily under full security protection.

The paper also addresses existential threats facing Al-Aqsa Mosque. The Israeli authorities have, for decades, continued covert and overt excavations beneath it in preparation for its demolition and the construction of the so-called “Third Temple,” amid ongoing international silence and American complicity.

Moreover, the paper asserts that Israel’s policies in the West Bank are aimed at direct land control and the suffocation of Palestinian society by obstructing its development—especially in Area C, which is under full Israeli control—through land confiscation and impossible building restrictions.

According to the paper, the current U.S. administration, led by Donald Trump, adopts a new form of support for Israel by transforming the occupation into an international joint project. This involves the displacement of Gaza’s population and resettling them in other countries in exchange for financial incentives to host nations—a more severe and dehumanized version of the “Deal of the Century.”

The researcher further notes that illegal settlements in the West Bank and Jerusalem have doubled since the aggression on Gaza began, with dozens of new settlements established and numerous outposts legalized—clear violations of international law and repeated defiance of UN resolutions.

In an advanced analysis, the paper indicates that the Israeli government, led by far-right minister Bezalel Smotrich, openly seeks to annex Area C, which constitutes about 60% of the West Bank, effectively eliminating any chance for a viable Palestinian state.

Despite repeated UN warnings that settlement activity is illegal and undermines the two-state solution, successive U.S. administrations have consistently provided political cover for the colonial project, enabling Tel Aviv to accelerate and expand its settlement plans and transform them from a legally rejected reality into an imposed status quo backed by military power and international support.

In the second section of the paper, the researcher presents a set of mechanisms and strategies to confront these grave schemes at both national and international levels. He emphasizes the importance of internal Palestinian unity, national reconciliation, ending security coordination with the occupation, and activating all forms of popular resistance, especially in friction areas.

The paper also recommends effectively resorting to international courts, the UN Security Council, and the International Criminal Court to hold the occupation and its leaders accountable for their crimes. It further stresses the need to revive international solidarity movements, boycott Israel across political, economic, and cultural arenas, and expose its colonial practices to the global public.

The paper concludes by asserting that continued international silence and the complicity of some regimes provide a protective shield for the Zionist-American project. This requires civil society institutions, activists, and media outlets to play a greater role in raising awareness, exposing the truth, and seriously working to break the political and humanitarian siege on the Palestinian people.

ICSPR affirms that this paper is part of its ongoing efforts to monitor violations, analyze aggressive policies, and formulate national and international strategies to confront them. It calls on the international community to fulfill its legal and moral responsibilities toward the Palestinian people and to stop the colonial project that threatens their existence, identity, and future.
