ICSPR issues a new report exposing how the Israeli occupation engineered chaos and dismantled civil peace in the Gaza Strip during the genocide

The International Commission to Support Palestinian Rights (ICSPR) has issued a unique report entitled: “The Israeli Occupation’s Engineering of Chaos and Its Impacts on Civil Peace During the Genocidal War on the Gaza Strip”, authored by researcher Yasmeen Qasem.
The report, which spans over ten chapters, unveils in unprecedented detail the systematic policies Israel has pursued since October 7, 2023, aimed at dismantling Palestinian society — not only through military aggression but also by creating comprehensive security, social, and economic chaos to fracture internal cohesion and dismantle Gaza’s institutional and societal structure.

Civil Peace at the Heart of Israeli Targeting

The first chapter focuses on the concept of civil peace as a fundamental pillar for the unity and resilience of Palestinian society. It highlights how the Israeli occupation, over many years, has deliberately undermined this peace through policies of starvation, terror, and fueling internal divisions. The report emphasizes that the rule of law in Gaza has been nearly obliterated, with the ongoing aggression resulting in a loss of security, declining trust among citizens, and the absence of legal protections, paving the way for internal violence and widespread lawlessness.

Dismantling Security Institutions and the Legal System

In one of the report’s most alarming chapters, the researcher documents the complete destruction of 19 police stations, and partial damage to 3 others, resulting in the near-total paralysis of Gaza’s security apparatus. Over 1,400 security and police personnel were killed, more than 1,950 injured, and 211 detained, in what the report describes as a strategy to strip the Strip of its civil enforcement mechanisms and push it into chaos.

This was accompanied by targeted strikes on detention centers, forcing local authorities to release over 1,600 detainees, including individuals accused of serious crimes. This triggered a dangerous security collapse and a significant surge in crime, especially in the absence of legal deterrents.

Eradicating Judicial Institutions: Collapse of the Justice System

The report describes the systematic destruction of Gaza’s judicial institutions, most notably the Gaza Justice Palace, which held over 900,000 legal case files, in addition to the destruction of court complexes in Khan Younis, Rafah, and northern Gaza. A total of 1.2 million legal files were lost due to Israeli bombardments, leading to the disruption of justice and the loss of citizens’ rights.

Sharia courts were also targeted, with direct assassinations of judges and religious officials, and the Gaza Bar Association was destroyed, with over 200 lawyers and their families killed, and hundreds of private legal offices demolished — a deliberate attempt to eliminate legal authority and drive society into absolute chaos.

Aid Under Fire… “Law of the Jungle” Governs the Streets

One of the report’s most shocking revelations is the killing of 754 police officers while trying to secure and distribute humanitarian aid. The Israeli occupation deliberately bombed aid distribution points, causing multiple massacres referred to as “Flour Massacres”, resulting in the deaths of over 400 civilians, including security personnel and hungry citizens.

Israeli quadcopter drones hovered over aid convoys, opening fire on crowds, while armed gangs were allowed to loot them publicly, in what the report calls an “alliance of chaos between the occupation and criminal groups,” aimed at destroying public trust in institutions and dismantling Palestinian society from within.

Destroying Life Infrastructure: Municipalities, Health, and Education

The report outlines how the occupation has deliberately dismantled civic and service systems as part of its chaos strategy. It documents the assassination of Deir al-Balah Mayor Dr. Diab Al-Jarou, just one hour after receiving a shipment of sewage equipment, along with the killing of at least 51 municipal workers, the destruction of over 63 water wells, 8 main pumps, and 175,000 meters of sewage lines, resulting in the accumulation of 260,000 tons of waste and the spread of disease.

In the health sector, the report notes that over 94% of hospitals are now out of service, 180 ambulances destroyed, and 1,581 medical staff killed, while more than 10,000 patients need urgent medical evacuation. The World Health Organization documented 686 direct attacks on health facilities, alongside 90% shortages in medicines and 70% depletion of fuel for medical use.

Regarding education, the war has denied over 785,000 students access to schooling, with more than 149 schools and educational institutions completely destroyed, 370 partially damaged, and the deaths of 14,000 students, 800 teachers, and 150 academics — a situation the report calls the “genocide of an entire generation.”

Forced Displacement and Reproduction of Social Fragmentation

A dedicated chapter addresses the mass forced displacement of about 90% of Gaza’s population — over 2 million people, whom the report describes as “uprooted.” The occupation reneged on the January 2025 ceasefire agreement and reactivated evacuation orders in March 2025, causing the displacement of over 280,000 families.

In displacement areas, gangs, looting, and armed groups proliferated, and power dynamics based on violence emerged in the absence of law, exacerbating class, geographic, and social divisions, amid international silence.

Starvation as a Weapon of Genocide and Engineered Chaos

The report labels Israel’s starvation policy as “engineered famine,” where food is used as a weapon of control and chaos. It documents the deaths of 66 children from hunger and malnutrition, 242 additional deaths due to lack of food and medicine, 300 miscarriages, and the deaths of 26 dialysis patients. Over 70,000 children suffer from severe acute malnutrition.

The report also records the destruction of 33 soup kitchens, 40 food distribution centers, and 719 water wells, while 90% of the population relies on aid. Even this aid is delivered chaotically, either via random air drops or through the American floating pier, which caused the deaths of 9 civilians from falling packages and 11 drowning while trying to reach supplies — turning distribution sites into zones of death and sniper fire.

Emergence of Armed Gangs Backed by the Occupation

The report highlights the rise of the so-called “Yasser Abu Shabab Group,” an armed gang claiming to provide security while extorting humanitarian convoys with “passage fees” of up to 15,000 shekels, committing killings and systematic looting. Its leader appeared wearing U.S. military gear in video footage, while Israeli Knesset member Avigdor Lieberman admitted government cooperation with the group, which the report sees as further proof of Israel’s strategy of orchestrated internal chaos to destroy Palestinian civil peace.

Collapse of Law and the Return of the “Jungle Law”

The report describes Gaza’s current state as “rule by weapons and chaos,” documenting 30 deaths in 2024 due to family violence or uncontrolled firearms. Testimonies speak of killings over food, such as a man and a police officer killed in Deir al-Balah over a bag of flour.

Tribal Justice and Revolutionary Courts: Risky Alternatives

With formal courts paralyzed, tribal justice mechanisms have re-emerged, but the report warns of their transformation into parallel powers based on influence, not law. Even more concerning is the reactivation of “revolutionary courts,” which allow military officers to issue immediate death sentences without fair trials, violating the Palestinian Basic Law and international legal standards, and potentially opening the door for settling personal and political scores under the guise of justice.

Political Division and the Deepening of Chaos

The report points to the Palestinian political division as a compounding factor that worsened chaos. The absence of unified national institutions and the spread of inciting and polarizing rhetoric weakened internal resilience. The report calls for immediate national unity, and the activation of a comprehensive Palestinian dialogue as a vital step to rebuild political order and restore civil peace.

Legal Responsibility of the Occupation and International Accountability

The report holds Israel legally and morally responsible for the collapse of security, social, and economic life in Gaza, asserting that current conditions are integral to the crime of genocide. It demands the activation of international accountability mechanisms, especially through the International Criminal Court (ICC), which is considering arrest warrants against Israeli leaders, including Benjamin Netanyahu and Yoav Gallant.
