ICSPR: International Silence and Inaction to Stop Genocidal Crimes and Starvation Constitute Clear Complicity in Their Perpetration
Warning of an Escalating Humanitarian Catastrophe in the Gaza Strip Due to the Siege and Starvation Policies
The International Commission to Support Palestinian Rights (ICSPR) is following with deep concern the escalating humanitarian catastrophe in the Gaza Strip, which has reached unprecedented levels due to the ongoing aggression, genocide, targeting of civilians, and their killing in homes, displacement tents, and shelters. This is compounded by the tightened siege, the closure of crossings for the 64th consecutive day, the prevention of humanitarian aid entry, and the expansion of the brutal military assault on the Strip.
This has led to a sharp rise in the number of victims since the resumption of the genocide and aggression on March 18, 2025, with more than 2,800 martyrs and 6,325 injured with varying degrees of injuries as a result of deliberate targeting of civilians in displacement tents, shelters, homes, and even mourning houses. Additionally, the ongoing ground assaults by the occupation forces have resulted in the forcible displacement of more than half a million people, making over 90% of the Strip’s population forcibly displaced in areas constituting only 30% of the Strip’s total area. These areas lack essential humanitarian and health services, while the population suffers from severe famine, the spread of diseases and epidemics, and acute shortages of food, medicine, and medical supplies.
In a tragic development, ICSPR reports the death of infant Janan Saleh Skaafi, only four months old, at Al-Rantisi Hospital in Gaza City due to severe dehydration, malnutrition, and the lack of milk and nutritional supplements. This brings the number of documented famine-related deaths to 57, including 26 children. International and local medical sources warn of the collapse of the healthcare system due to the depletion of medicine, food, fuel, and basic necessities. The Strip is now on the brink of a catastrophic phase with unimaginable consequences that threaten the lives of thousands of children and patients unless crossings are opened immediately and humanitarian aid, food, medicines, and medical equipment are allowed in. According to UNICEF, around 335,000 children under the age of five are at risk of slow death due to malnutrition, while the UN has reported an 80% increase in the number of children receiving treatment for malnutrition compared to the previous month. This reflects Israel’s utter disregard for international humanitarian law and the humanitarian catastrophe it has caused in Gaza.
ICSPR strongly condemns the continued Israeli targeting of charitable food kitchens that provide essential services to hundreds of thousands of hungry and deprived individuals. The commission has documented the targeting of 28 charitable kitchens, 37 aid distribution centers, and 16 bakeries by Israeli warplanes. In addition, dozens of commercial shops and public markets were bombed, 90% of water wells and networks have been destroyed, agricultural lands have been bulldozed, cash flow has been blocked, and law enforcement personnel have been targeted. These actions have rendered the Gaza Strip a disaster zone unfit for life, plagued by famine, disease, crime, chaos, and lawlessness. The prices of basic goods have soared beyond the ability of most residents to purchase due to poverty and unemployment.
These heinous crimes are accompanied by escalating mass killings, annihilation of families, and the targeting of displacement tents and shelters, as part of a systematic genocide campaign that has continued for nearly 19 months.
ICSPR condemns the systematic genocide aimed at reshaping Gaza’s geography and demography and the mass destruction of the foundations of life, survival, and resilience. It reiterates its condemnation of the U.S. partnership and support for the genocide and the continued failure to halt the atrocities or ensure the flow of aid. ICSPR confirms that collective punishment, targeting civilians, and charitable kitchens are deliberate international crimes intended to spread famine and disease, with the aim of killing, exterminating, and forcibly displacing the population outside the occupied Palestinian territory.
ICSPR calls on the international community, the United Nations, international and regional organizations, third-party states, and the free people of the world to take urgent action to save the people of Gaza by stopping the genocide and ensuring the immediate entry of humanitarian aid before it is too late. The commission calls for all forms of solidarity with the victims of the genocide and the provision of all forms of humanitarian support. ICSPR urges the activation of all political, diplomatic, legal, and popular efforts—individually and collectively—without delay, and the formation of an international humanitarian alliance to enforce UN resolutions and the measures of the International Court of Justice, provide international protection for civilians, and activate mechanisms of accountability for Israeli leaders and their partners before international courts.
