ICSPR Condemns the Al-Baqa Resort Massacre in Gaza and Other Ongoing Acts of Genocide Against Civilians, Urges Immediate International Intervention
The International Commission to Support Palestinian Rights (ICSPR) strongly condemns the continued perpetration of massacres by Israeli occupation forces against Palestinian civilians in the Gaza Strip, amidst mass internal displacement, severe food insecurity, and widespread famine—all in blatant and ongoing violation of the rules of international humanitarian law and human rights principles.
According to field monitoring, since the early hours of Monday, June 30, 2025, Israeli warplanes and forces have carried out a series of intensive airstrikes across various areas of the Gaza Strip, particularly in its north and east. Most of the attacks targeted the Al-Zaytoun neighborhood in Gaza City and Jabalia town, focusing on UNRWA-run shelters in the neighborhoods of Al-Zaytoun, Al-Tuffah, and Jabalia Al-Balad. These attacks have resulted in dozens of civilian casualties, raising the number of victims in UNRWA shelters to 810 martyrs.
Israeli warplanes have also bombed residential and civilian areas throughout the Strip, committing numerous massacres, the most brutal of which was the Sadeq family massacre in Jabalia Al-Balad, where 17 civilians were killed and more than 60 others wounded. Search and rescue operations for those trapped under the rubble are still ongoing.
Later today, Israeli warplanes committed yet another atrocity by directly targeting Al-Baqa Beach Resort and Café on the western coast of Gaza City, killing at least 24 civilians, including photojournalist Ismail Abu Hatab, and injuring dozens of others.
With Abu Hatab’s death, the number of journalists killed since the war on Gaza began has risen to 228 journalists, marking an unprecedented toll in modern conflict history.
As part of the ongoing aggression and genocide, Israeli warplanes also bombed a displacement tent within the walls of Al-Aqsa Martyrs Hospital, causing injuries and material damage, and endangering the lives of dozens of patients. Notably, this is the twelfth time the hospital has been targeted since the start of the war, in blatant violation of international laws that prohibit attacks on medical facilities and civilians.
In other crimes today, Israeli warplanes targeted food distribution centers, including points affiliated with the Gaza Humanitarian Fund in Khan Younis, resulting in 22 martyrs and 20 wounded. The total number of civilians killed while queuing at U.S.-Israeli aid distribution points has now risen to 600 martyrs and more than 4,200 wounded.
Additionally, Israeli airstrikes today hit a charging station near Al-Jargawi Restaurant on Al-Wahda Street, resulting in further deaths and injuries.
Since October 7, 2023, Israel has been waging a genocidal war against Gaza involving killing, starvation, destruction, and forced displacement, in complete disregard of international appeals and the International Court of Justice orders to cease hostilities. To date, this genocide has resulted in approximately 75,000 martyrs and missing persons, over 134,000 injuries—most of them children and women—more than 8,500 arrests accompanied by enforced disappearances, and the destruction of 90% of Gaza’s infrastructure. This has forced the population into less than 20% of the Gaza Strip under catastrophic humanitarian conditions marked by famine, thirst, disease, lack of healthcare, and destroyed shelters.
ICSPR, while condemning the Al-Baqa Resort massacre and other atrocities against civilians, stresses that the targeting of cafes, hospitals, displacement tents, civilian homes, and infrastructure constitutes clear war crimes and reflects Israel’s barbaric policy of deliberately targeting civilians and civilian infrastructure in flagrant violation of international humanitarian law and human rights standards.
ICSPR also strongly condemns the systematic targeting of journalists, who are paying with their lives to report the truth and document the ongoing humanitarian catastrophe. It expresses grave concern over the stalled political negotiations and failed truce efforts amid escalating Israeli aggression and deepening humanitarian disaster. The UN Security Council’s persistent failure and the international community’s inaction have only further emboldened the occupying power.
ICSPR warns of Israeli plans to expand its military offensive to forcibly displace residents of northern Gaza and Gaza City to the center and south of the Strip as part of a broader scheme to forcibly expel Palestinians from their homeland.
Furthermore, ICSPR condemns the continued pressure and threats by Israel and the United States against the International Criminal Court, which recently led to the resignation of Judge Andrew Cayley, in what appears to be an attempt to undermine the court’s work.
Accordingly, ICSPR:

Calls on the international community and the United Nations to take urgent and immediate action to end the genocidal war, halt the Israeli aggression, and deploy an international protection mission to ensure the safety of Palestinian civilians in Gaza, while facilitating the immediate and unconditional entry of humanitarian aid.

Urges the international community to guarantee protection for journalists, hospitals, medical teams, and humanitarian workers, and to enforce sanctions and boycotts against the Israeli occupation to compel it to stop committing war crimes and genocide.

Calls for support of the International Criminal Court and protection for its staff, ensuring the Court can carry out its mandate to investigate the crimes of genocide and war crimes committed in Gaza, including the targeting of civilians, journalists, and civilian infrastructure, and to issue arrest warrants for all responsible Israeli officials and their accomplices.
