ICSPR: The International Community Bears Responsibility for Encouraging Israeli War Criminals to Commit Genocide Against Palestinian Civilians

As the ceasefire agreement came into effect this morning, Sunday, January 19, 2025, Israeli occupation forces continued to violate the basic principles of international humanitarian law, targeting civilians and infrastructure in the Gaza Strip. Since the ceasefire went into effect, around 10 martyrs have been reported.

According to the Palestinian Ministry of Health, the total number of martyrs from the Israeli war since October 7, 2023, has reached 46,899, including 17,841 children, 12,298 women, 2,421 elderly, 1,068 medical personnel, 206 journalists, 267 UNRWA employees, 94 civil defense workers, and 756 educational staff. Meanwhile, the number of injured has risen to 110,725, with 75% being women and children. Approximately 11,200 people remain missing, most of whom are believed to be trapped under rubble that civil defense teams are unable to retrieve. Additionally, 6,600 citizens from Gaza have been detained and taken to unknown locations under inhumane conditions. About 2 million citizens—90% of Gaza’s population—have been forcibly displaced from their homes and shelters due to bombings, massacres, and threats, with most confined to just 10% of Gaza’s area.

Since the aggression began, the Israeli occupation forces have committed numerous massacres, erasing entire Palestinian families from civil registries. According to ICSPR documentation, the occupation has committed 10,015 massacres, including 7,182 family massacres, with 1,600 families completely wiped out from civil registries. Some 3,471 families were annihilated, leaving only one survivor, with their total casualties exceeding 9,000 martyrs.

The occupation has systematically destroyed infrastructure, homes, and economic facilities in Gaza using tons of explosives, resulting in destruction across 85% of the Gaza Strip. A total of 245,112 housing units have been destroyed or damaged, including 60,368 completely destroyed, leaving 96% of Gaza’s population homeless.

With the truce now in place, ICSPR emphasizes that the international community must urgently shoulder its legal and moral responsibilities, both individually and collectively. This includes taking practical measures to ensure the stabilization of the ceasefire, prevent renewed Israeli aggression, and guarantee the flow of sufficient humanitarian aid. Furthermore, it necessitates reinforcing respect for international law and justice to end the occupation and secure the inalienable rights of the Palestinian people. This requires binding international measures to provide protection for Palestinians.

The International Commission to Support Palestinian Rights (ICSPR) expresses solidarity with the victims’ families, salutes the resilience of Palestinians in Gaza, and welcomes the global solidarity with the Palestinian people. Recognizing the catastrophic humanitarian conditions caused by Israeli aggression, ICSPR demands:

  1. ICSPR calls on the international community to uphold its legal and moral responsibilities to ensure a sustainable end to the aggression and genocide, impose sanctions on Israel, hold war criminals accountable in international courts, and provide necessary support for victims and protection for Palestinians.
  2. ICSPR urges the opening of crossings to facilitate the evacuation of the injured, the flow of humanitarian aid, medical supplies, field hospitals, temporary shelters, and civil defense equipment to address the urgent needs of the Gaza Strip.
  3. ICSPR demands the withdrawal of Israeli occupation forces from Gaza, ensuring the return of displaced individuals to their homes and accelerating recovery and reconstruction efforts for the devastation caused by Israeli aggression.
  4. ICSPR calls on the international community and its organizations to activate mechanisms of international accountability for those who ordered or carried out war crimes and crimes against humanity. This is essential to deter future crimes and ensure victims’ rights to effective legal and judicial remedies.
  5. ICSPR urges the declaration of Gaza as a disaster zone and calls for necessary government support for its residents. It also emphasizes the urgent need for all Palestinian factions to agree on a national strategy that prioritizes internationalizing the conflict, amplifying diplomatic and legal efforts, restoring national unity, and forming a transitional government of national competencies as a collective and moral obligation for all Palestinians.
