Among them,  (ICSPR) leads a coalition of 120 human rights networks and organizations demanding an immediate halt to the starvation massacre in the Palestinian Gaza Strip.

The undersigned human rights organizations, unions, institutions, and associations warn of the worsening humanitarian catastrophe in the Gaza Strip, where famine is ravaging children, pregnant women, the elderly, and the sick due to the continuous Israeli occupation forces’ blockade preventing the entry of humanitarian and relief aid since March 2, 2025. This siege signals an imminent mass death in the Strip.

In a double crime, the Israeli occupation army committed a massacre against starving civilians on Sunday, July 20, 2025, by opening fire on civilians as they approached the road of aid trucks north of Gaza City. The attack resulted in the killing of 105 civilians and the injury of dozens. Thousands of civilians, driven by extreme hunger and the exhaustion of flour and food supplies, had headed to the “Al-Waha” area northwest of Gaza after receiving information about the presence of food aid to secure minimal sustenance for their families.

It is noteworthy that Israeli occupation forces have killed 1,015 civilians waiting for aid at distribution points near the so-called “Gaza Humanitarian Foundation” and the aid truck entry areas. Additionally, 6,200 civilians—including women and children—have been injured, and 72 civilians have gone missing or been forcibly disappeared since the opening of aid distribution centers on May 27, 2025.

This crime and other acts of genocide, forced displacement, and deliberate killings reflect the extent of famine in Gaza. According to data, the entire population is affected. There are 50,000 infants whose mothers cannot breastfeed due to malnutrition. More than 70,000 children suffer from acute malnutrition, and around 60,000 pregnant women are experiencing hunger and dehydration—11,000 of whom are in critical condition facing imminent life-threatening danger.

The daily per capita water supply has dropped by 100%, and 99% of the population faces high levels of acute food insecurity. Around 100 Palestinians, including 42 children, have died due to severe malnutrition.

According to independent human rights organizations documenting 67,920 deaths—including those believed dead under the rubble—the Ministry of Health records show: 20,170 children and 14,355 women were killed, meaning 31% of victims were children and 20% were women. Additionally, 42,620 children have been orphaned. Analysis of deaths, injuries, and disappearances indicates that approximately 10% of the population has either been killed, wounded, disappeared, or arrested. There are 4,700 detainees and victims of enforced disappearance. Among the killed are 229 journalists, 115 civil defense workers, 157 doctors, 366 nurses, and 2,140 injured medical staff.

Accordingly, the undersigned organizations demand the following:

  • Immediate and urgent action to halt the risk of mass famine in Gaza, as this is a legal and humanitarian obligation that cannot be delayed.

  • Calling on the international community, the United Nations, and all State Parties to the Geneva Conventions to fulfill their legal and moral responsibilities and to act immediately to:

    • Stop acts of genocide and grave violations against civilians.

    • Permanently and unconditionally open all crossings to allow humanitarian aid.

    • Ensure the freedom and safety of UN agencies and international and local humanitarian organizations, and provide full protection for humanitarian workers.

    • Cease all military and logistical support that contributes to the continuation of crimes, including reviewing the joint aid coordination mechanism between the United States and Israel, which has proven to be used in repressive and destructive practices.

  • Refer the crimes committed in Gaza to the International Criminal Court without delay and activate the principle of universal jurisdiction to prosecute those responsible.

  • Establish an independent and credible international fact-finding commission under the mandate of the Human Rights Council to investigate crimes and violations and ensure accountability and an end to impunity.

  • Impose immediate and effective international sanctions on the Israeli occupation government, including an arms embargo, the suspension of cooperation agreements, and holding accountable the states providing material or political support for these crimes.

  • Act to protect civilians in Gaza under Chapter VII of the UN Charter, including taking deterrent measures to stop the aggression and ensure the safe and dignified return of displaced persons.

We remind the international community that silence or failure to act in the face of these crimes is not only a moral failure but implicit complicity in their continuation—particularly by states that use the veto to shield the occupying and apartheid regime from condemnation and accountability.
