Israeli Occupation Continues Its War of Genocide, Settlement Expansion, and Organized Terrorism, Escalating Attacks on Civil Institutions in the Gaza Strip amid Grave International Inaction
The International Commission to Support Palestinian Rights (ICSPR) follows with deep concern and condemnation the continued escalation by Israeli occupation forces of their comprehensive aggression against the Palestinian people in the Gaza Strip and the West Bank, including occupied Jerusalem. This aggression includes killing, destruction, starvation, settlement expansion, and organized attacks carried out by settlers under the protection of the Israeli occupation army, as part of a systematic policy aimed at imposing facts by force, displacing Palestinians, and undermining their inalienable right to self-determination.
In a dangerous development, ICSPR strongly condemns the massacre committed by Israeli occupation forces through the targeting of a police point west of Jabalia Refugee Camp in the northern Gaza Strip. The attack resulted in the killing of Colonel Mohammed Marwan Salem, Director of the Jabalia Refugee Camp Police Station, along with several police officers and personnel: Yamen Obeid Abu Obeida, Abdelmalek Abu Al-Jibeen, Ghassan Al-Daqs, Mufid Halawa, Ibrahim Mousa (Abu Yahya), and Fatima Zaqout of the Women’s Police, in addition to other victims. Search and rescue operations remain ongoing.
ICSPR affirms that targeting police personnel carrying out civilian duties—including maintaining public order, securing humanitarian assistance, and protecting civilians—constitutes a grave violation of the rules of international humanitarian law. It is intended to undermine civil institutions, spread chaos, and deepen the humanitarian collapse in the Gaza Strip.
In the same context, the Ministry of Health in the Gaza Strip announced that eight Palestinians were killed and 32 injured arrived at hospitals during the past 24 hours. This brings the total number of victims of the Israeli aggression since October 7, 2023, to 73,231 Palestinians killed and 173,686 injured, while thousands of victims remain under the rubble.
In the West Bank, Israeli occupation forces and settlers escalated their attacks. Several areas witnessed raids, home demolitions, and assaults against Palestinians and their property. Israeli National Security Minister Itamar Ben-Gvir also stormed the town of Al-Mughayyir, northeast of Ramallah, in a provocative act reflecting a policy of incitement to violence and encouragement of settler terrorism against Palestinians.
In occupied Jerusalem, Israeli authorities continue implementing settlement plans. They approved a plan to build 450 new settlement units in the Umm Laison neighborhood, southeast of Jerusalem. This constitutes another stage in the project to Judaize the city and isolate its Palestinian neighborhoods, in flagrant violation of international law and United Nations Security Council resolutions, particularly Resolutions 2334 and 478.
ICSPR notes the information announced by the Wall and Settlement Resistance Commission: since the beginning of the year, the occupation has issued 49 military orders targeting approximately 2,000 dunams of tree-covered land; seized 60,000 dunams during 1,000 days of the war of genocide; uprooted, damaged, or poisoned 120,000 trees since 2020; established 200 settlement outposts; and examined 524 plans to expand existing settlements or establish new ones. These figures reflect an unprecedented acceleration in the project of annexation and settler colonialism.
ICSPR also condemns the assault on imprisoned Palestinian leader Marwan Barghouti inside Israeli prisons, including the firing of a rubber bullet at his leg, as well as the retaliatory measures and deterioration of his detention conditions. These acts constitute grave violations of the Geneva Conventions and the United Nations Standard Minimum Rules for the Treatment of Prisoners.
The Commission expresses its full solidarity with Palestinian physician Dr. Hussam Abu Safiya and demands his immediate release, together with the release of all Palestinian prisoners and detainees. It further calls for an end to the crimes of torture, enforced disappearance, and medical neglect to which they are subjected in Israeli occupation prisons.
ICSPR welcomes the growing European positions calling for a ban on trade with illegal Israeli settlements. Translating these positions into binding measures, including sanctions against the settlement system and the companies implicated in it, is a legal and moral obligation under international law.
The Commission emphasizes that the continued targeting of civilians, civil institutions, and police personnel responsible for maintaining order and securing assistance, alongside settlement expansion and organized attacks in the West Bank and occupied Jerusalem, forms part of a systematic Israeli policy aimed at destroying the foundations of Palestinian life and imposing new realities on the ground by force. Such actions amount to war crimes and crimes against humanity and require international accountability.
ICSPR calls upon the international community, the United Nations, and the High Contracting Parties to the Geneva Conventions to:

Take serious action to ensure an immediate and comprehensive cessation of the crimes of genocide and aggression against the Gaza Strip.

Provide international protection for civilians and ensure the protection of civil institutions and their personnel, including police and humanitarian relief teams.

Guarantee the unrestricted entry of humanitarian, medical, and food assistance and fully lift the blockade.

Halt all settlement activities and settler attacks and implement relevant United Nations resolutions.

Secure the immediate release of all Palestinian prisoners and detainees, foremost among them Dr. Hussam Abu Safiya; ensure the safety of imprisoned leader Marwan Barghouti and all prisoners.

Open international investigations by the International Criminal Court into the crime of targeting the Jabalia Refugee Camp Police Station and all other crimes committed against civilians and civil institutions, and hold those responsible accountable.

Impose international sanctions on Israel, including a ban on dealings with illegal settlements, a halt to arms exports to Israel, and an end to the policy of impunity.

Compel Israel to implement the decisions of the International Court of Justice and United Nations resolutions, end the Israeli occupation, and enable the Palestinian people to exercise their right to self-determination.
The continued silence of the international community and its failure to enforce the rules of international law encourage the occupation authorities to persist in their crimes and undermine the credibility of the international legal order. Urgent and effective action is required to stop the aggression, protect the Palestinian people, achieve justice for victims, and end impunity.
