ICSPR Warns the United Nations of the Reimposition of Military Occupation and Genocide in Gaza

The International Commission to Support Palestinian Rights (ICSPR) has sent an urgent briefing memorandum to the United Nations, the Security Council, the General Assembly, parliamentary unions, regional organizations, the European Union, as well as other human rights and humanitarian institutions and UN special rapporteurs. The memorandum warned of the catastrophic consequences of the ongoing war of genocide and Israel’s comprehensive aggression against the Gaza Strip, including the potential reimposition of direct military occupation.

The memorandum, signed by Dr. Salah Abdul Ati, Chairman of ICSPR, highlighted that the aggression—ongoing for 23 months—has resulted in the killing of more than 63,000 people, the majority of whom are women and children, and around 160,000 injured. It further noted that 86% of civilian homes, towns, and refugee camps have been destroyed, alongside the near-total collapse of infrastructure, services, and healthcare. Famine is spreading, threatening the lives of more than 95% of Gaza’s population. The memorandum also documented the deaths of 340 citizens due to starvation and the killing of more than 2,300 civilians while trying to obtain aid.

ICSPR stressed that these conditions constitute genocide and systematic ethnic cleansing, warning of serious indicators of Israel’s attempts to reimpose military occupation. These include expanding its assault on Gaza City, declaring Gaza City and the northern Strip combat zones, besieging civilian gatherings and committing massacres, issuing public statements on regaining administrative and military control and forcibly displacing residents, and maintaining its policy of collective punishment.

The memorandum held the international community and the High Contracting Parties to the Geneva Conventions legally and morally accountable, calling for:

  • The immediate enforcement of a ceasefire, an end to genocide and starvation, and the opening of crossings to allow the entry of humanitarian aid, medical supplies, fuel, and all necessities for the population.

  • Preventing the reimposition of military occupation and ensuring international protection for civilians.

  • Expediting international investigations and issuing arrest warrants against Israeli officials.

  • Cutting ties and imposing sanctions on the occupying power.

  • Supporting international solidarity campaigns and the Boycott, Divestment, and Sanctions (BDS) movement.

ICSPR concluded its memorandum by affirming that international silence amounts to implicit authorization for the continuation of genocide and systematic starvation, warning that this risks reproducing a new Nakba in the 21st century. The organization urged immediate and serious action before it is too late.
