43 Human Rights Institutions and Networks, Including ICSPR , Consider the Israeli Occupation’s Decision to Ban International Humanitarian Organizations from Continuing Their Work in the Gaza Strip a Dangerous Escalation and a Continuation of the Genocide Against the Palestinian People
The undersigned institutions and organizations express their strong condemnation and absolute rejection of the Israeli occupation’s decision to prevent a number of international humanitarian organizations from continuing their work in the Gaza Strip.
The Israeli occupation’s decision to ban the work of international institutions and revoke the permits of humanitarian organizations constitutes a new and fierce assault on the Palestinian people. It represents a direct extension of the war of genocide and a dangerous escalation of the policies of starvation, exhaustion, and attrition practiced by the occupation against our people. This is a purely political decision aimed at tightening the siege, preventing the delivery of the bare minimum of medical and humanitarian aid, intimidating funding sources, and turning the Gaza Strip and the West Bank into unlivable areas by expelling international witnesses to the occupation’s crimes and daily violations.
The undersigned institutions and organizations believe that this systematic attack on international organizations—coinciding with aggressive decisions taken against the United Nations Relief and Works Agency for Palestine Refugees (UNRWA)—falls within the framework of an integrated plan to undermine the refugee cause, liquidate the right of return, and terminate international legal and moral obligations toward the rights of the Palestinian people, in the context of direct U.S. partnership in these policies.
International silence in the face of these crimes constitutes a real danger that threatens what remains of the human conscience. This assault is not limited to disregarding the principles of international law; rather, it represents a blatant continuation of systematic policies aimed at intimidating humanitarian organizations and their funding sources.
Accordingly, we call for the following:

Urging international organizations, the international community, all embassies, foreign missions, and governments to take immediate action and adopt a clear and firm position rejecting the arbitrary Israeli decision, which constitutes a grave moral and historical setback.

Calling on the international community to assume its legal and moral responsibilities to halt the implementation of this decision, which is scheduled to take effect at the beginning of 2026. The continued operation of international organizations, given the catastrophic reality faced by our people in the Gaza Strip and the West Bank, represents a moral and legal duty that cannot be abandoned.

Calling on the High Contracting Parties to the Geneva Conventions to take urgent action to compel the Israeli occupation to revoke its decision banning the work of international institutions, to halt the withdrawal of their licenses, and to guarantee their continued work without obstruction.

Calling on the governments of the countries to which the targeted institutions belong to take and publicly announce a practical position that clearly demands that the Israeli government immediately rescind its decision, as it constitutes a direct assault on the constitutional rights of their citizens and on their sovereignty.
